THIS IS NOT A SOLICITATION FOR PROPOSALS - THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. All response and response contents to this RFI will be considered information only and will not be binding on the parties. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided. Purpose The purpose of this Request for Information (RFI) is for market research to survey the commercial marketplace for potential alternate web-based COTS solutions to implement electronic invoicing solutions that would replace current manual processes. The Census Bureau is seeking sources and product capability information to determine what commercial alternatives are currently available to support a new electronic data capturing of paper invoices and produce output files that will then be loaded into the Core Financial System. The focus is to take advantage of advancements in technology while benefiting from competitive industry trends. Background In its current state, the Census Bureau does not use an electronic invoicing tool; all of the processing is done manually. In addition, all document routing for approvals to pay invoices is done manually. We currently process approximately 1400 invoices monthly, 17,000 annually. Requirement The Census Bureau is evaluating current electronic invoicing solutions. The focus is to identify the most recent technology while benefitting from competitive industry trends. The overall goal is to deploy a solution that is designed on and embeds the latest technology and provides user satisfaction while elevating the proficiency of mission accomplishments. The Census Bureau has identified the following high level objectives: • 508 Compliant • Provide a solution that uses non-template based technology to capture data from a paper invoice and store and route it electronically; • Provide electronic routing through multiple levels of approval, also provides escalation functionality, and denial. Should also have the ability to route to multiple approvers at once; • Create a file from the approved invoices that can be interfaced/downloaded into the Core Financial System; • Provide storage for the electronic invoices and their related approvals; • Ability to view original invoice and captured invoice side-by-side for comparison; • Secure - Meets all Federal and agency-wide security polices; • Ability to handle documents linked to obligations, receiving tickets, as well as those that are not linked to obligations. Also should provide matching to those that are linked to obligations and receiving tickets; • For invoices not linked to a purchase order, the solution must allow the entry of the Accounting Classification Code; • Provides matching at the line item detail level; • Allow approvers to modify invoices as needed. • Recognize when a duplicate invoice has been submitted for payment; • Verifies if an invoice is proper based on predetermined criteria; • Notifies vendor of the rejections and includes the reason for rejection; • Can receive invoice through email,fax,or scan; • Includes robust reporting (both standard and adhoc) capabilities. • Solution is real time • Solution provides an audit trail of all activity • Attachments can be added to the invoice and included in the workflow process. Information Sought: • Functional and technical specifications presented as White Papers, manuals and technical materials outlining system capabilities; and access to a demo site if one is available. • Reference clients to include: Agency, Description of Project, Simultaneous users supported, project start date, Cost, Agency/Company point of contact Name, phone and email. • Pricing - Please provide pricing information (in thousands of dollars) for budget purposes. Discussion Meetings on Submittals and Non-Disclosure Briefings on R&D: Each Vendor submitting materials that are responsive to the RFI may be invited in for a one to two-hour meeting for questions and discussions that will provide clarifications to the materials submitted. • An optional non-disclosure briefing conducted at vendor facilities may be requested from each vendor that has been responsive to the RFI regarding their five year R&D plans for future enhancements to the system described.
