- This is a pre-solicitation for a commercial service prepared in accordance with the format in FAR part 12 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures according to FAR Part 13. It is the intent of the National Library of Medicine (NLM), Division of Specialized Information Services (SIS) to (1) procure a license to continue utilizing Haz-Map and (2) acquire professional services on a sole source basis from Dr. Jay Brown of Tacoma, Washington, pursuant to 41 U.S.C. 253(c) (1). This requirement involves updating, enhancing, and providing specialized consultation on the Haz-Map database. Dr. Jay Brown is the only known party to NLM that can meet the requirements in this notice. Dr. Brown holds an M.D. and M.P.H. degrees and is Board Certified in Occupational Medicine by the American Board of Preventive Medicine and has over ten years of experience working in occupational medicine clinics. In order for NLM/SIS to continue to further their mission, the capabilities provided by Dr. Brown and Haz-Map are needed. Haz-Map (http://hazmap.nlm.nih.gov) is an occupational health database designed for health and safety professionals and for consumers seeking information about the health effects of exposure to chemicals and biological at work. Haz-Map links jobs and hazardous tasks with occupational diseases and their symptoms. It is one of the products and services made available by the NLM's Toxicology and Environmental Health Information Program (http://sis.nlm.nih.gov/enviro.html). Chemicals and biological agents in Haz-Map are linked to industrial processes and other activities such as hobbies. Occupational diseases and their symptoms are associated with hazardous job tasks and possible exposure to hazardous agents. Information from textbooks, journal articles, and electronic databases such as NLM's Hazardous Substances Data Bank (HSDB) is classified and summarized to create the database. HSDB is part of the TOXNET (http://toxnet.nlm.nih.gov) system of databases related to toxicology and environmental health. The North American Industry Classification System Code is 541511 and the business size standard is $25M. This is a 100% small business set-aside. NLM anticipates that award will be made on or about August 3, 2011. The period of performance shall be twelve (12) months from the effective date of award with (2) one year options. BACKGROUND The NLM Division of SIS offers a variety of toxicology information to the public through the World Wide Web. This information takes the form of bibliographic files such as TOXLINE and data files such as the HSDB. Most files are not structured in such a way that a symptom developed in the workplace can be tracked to a given chemical or chemical class and/or type of job. Haz-Map created by Dr. Brown is such a database and it provides linkage between symptoms, jobs, and chemicals. SIS wishes to provide access to information in Haz-Map. The experimental Haz-Map web site was made available to the public in May 2002 and since then the file has been updated and the web interface has been refined. CONTRACT REQUIREMENTS Tasks may include but are not limited to the following: 1. Update the data in Haz-Map database based on changes in the books published each year by ACGIH, they are: TLVs and BEIs, Guide to Occupational Exposure Values, and Supplement to the 7th Edition (Documentation of the Threshold Limit Values) for completeness and compatibility with the other SIS group of databases. 2. Provide a list of core journals that are used for updating the content of the file and search PubMed periodically for relevant information to add to Haz-Map annually. 3. Update Haz-Map information links to processes, activities, job tasks, and jobs based on new editions of occupational medicine, toxicology, epidemiology, industrial hygiene, and infectious disease textbooks listed on the Bibliography page. 4. Add chemical profiles to Haz-Map with links to Processes, Activities, and Occupational Diseases. Several thousand new chemicals will be added during the next few years from the SEM database used by the Department of labor (DOL) to Haz-Map database on NLM's TOXNET system. 5. Add or modify other information as needed. A monthly progress report is required. The report should include documentation of all changes, additions and deletion to the database. Deliverables include an updated database of Haz-Map. The NLM Project Officers will assign tasks and work will be reviewed for completeness and timeliness. This is not a Request for Quotations (RFQ), nor is a RFQ available. However, it any interested party believes it has the capability to fulfill the above requirement, it may submit a statement of capabilities. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1) Demonstrated experience in formatting, developing, and maintaining biomedical relational databases and the ability to assemble, organize, analyze and disseminate a variety of biomedical materials in electronic environment for the use of public domain. 2) Ability to demonstrate extensive working knowledge and experience working with medical literature and chemical information regulations. 3) Key personnel must have years of experience in occupational medicine clinics and an extensive working knowledge of them. Capability statements must be received in the contracting office by 12:00 P.M. EDT August 3, 2011. Faxed capability statements are NOT authorized. Capability statements and questions must be submitted in writing to Kimberly Pringle at pringlek@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representation and Certifications Application (ORCA).
