- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation, issued as a Request for Quotation; a written solicitation will not be issued. Solicitation Number H92242-11-T-0017 incorporates provisions and clauses that are in effect through FAC 2005-14, dated 22 November 2006 and DFARS Change Notice 20050930. The DPAS Rating for this solicitation is S1. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil. This requirement is Set-aside for Small Business. The NAICS code is 611519, the Size Standard is $6.5. The Naval Special Warfare Group Four (NSWG-4) requests responses from qualified sources capable of providing a four week course of instruction to qualify personnel as Able Body Seaman, Lifeboatman, Standards of Training, Certification and Watchkeeping (STCW) and 100 Ton Master in accordance with the attached statement of work. The period of performance is 08 Aug to 02 Sep 2011. The number of students is twelve (12) each. (July 2009) 52.212-2, Evaluation - Commercial Items (Jan 1999) is applicable to this procurement. (a) The government will award a contract resulting from this solicitation to the responsible Vendor whose offer conforms to the solicitation offering the lowest price technically acceptable. Solicitation and questions will only be received by email prior to the closing date 03 Aug 2011 1300 Eastern Standard Time. STATEMENT OF WORK 1.0. Project Overview: Provide four-week course of instruction for 12 Special Boat Team Twenty (SBT-20) personnel that will meet requirements for and qualify personnel as Able Body Seaman. Lifeboatman, STCW, and 100 Ton Master. 2.0. The contractor shall provide Navigation, Basic Safety, Lifeboat Operations, Watch-keeping and Seamanship Training to SBT-20 personnel in the following course of instructions (COI): •• Able Body Seaman COI •• Lifeboatman (Survival Craft) •• STCW (Standards of Training, Certification, and Watchkeeping) •• 80 Hour Master 100 Gross Ton Master (GRT) •• MMC (Merchant Mariner Credential) SBT-20 personnel will learn how to operate and maintain vessels in a safe, efficient manner. This course of instruction shall include classroom presentations and practical exercises to facilitate maritime operations. Training shall be conducted from 0900 till 1600; however, portions of the training may extend into the evening hours if needed. This training breakdown of classroom instruction and practical exercises will be at the discretion of vendor providing training. 3.0. Contractor Furnished Material: Contractor will furnish the facility for training and equipment to facilitate all necessary training objectives. Costs should include instructor fees, setup time, lab equipment, training books, operating costs, USCG Licensed Captains and administrative fees. Contractor will also be flexible based on student's skill levels during training to optimize the training event. All safety equipment and boat gear will be provided by school. Vendor should also be prepared to facilitate all necessary administrative tasks to ensure certifications and qualifications will be obtained by students in a timely manner. 4.0. Government furnished Material: The government will provide the following personal equipment: Hydration system (canteens or camel back), rain gear and other clothing appropriate for the environment. 5.0. Place of Performance: Within 10 miles of Joint Expeditionary Base Little Creek. 6.0. Performance period: 08 Aug- 02 Sep 2011 7.0. Number of Students: 12 personnel
