- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is being issued using Simplified Acquisition Procedures. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50. The associated North American Industrial Classification System (NAICS) code for this procurement is 334513 with a small business size standard of 500 employees. This requirement is unrestricted and all interested Contractors may submit a quotation. Background: The requested equipment will be used to poll, measure, and save data from electrical and meteorological instruments that will characterize the performance of 3-4 solar photovoltaic (PV) arrays on the National Institute of Standards and Technology (NIST), Gaithersburg campus. Each of the requested measurement systems will be deployed at different locations across the NIST campus. All interested Contractors may provide a quote for the following: The equipment meeting the required minimum specifications listed below must be directly supported by the supplying Contractor. Line Item 0001: Quantity Three (3) Photovoltaic Testbed Data Acquisition Systems, which shall meet or exceed the following minimum specifications: 1. Must consist of an independent, rugged, embedded control and data monitoring system. 2. Must have a fully programmable, embedded system for processing and manipulating data on all channels. During operation, the system must not be dependent on a remote computer; it must allow stand-alone operation. 3. Main controller of the system must allow connection to at least one 10BASE-T Ethernet communication port and at least one RS-232 serial communication port. The Ethernet port must support Modbus TCP/IP communication with slave instruments. 4. Main controller must have slot for a non-volatile removable card of at least 256 MB. 5. Must be capable of sensing and counting at least one unpowered switch closures/openings that occur at a maximum rate of 1 Hz. 6. Must be capable of measuring at least 36 analog differential voltage signals. The channels must be configurable to allow the following ranges, resolutions, and accuracies: a. A range of 0-25 mV at a minimum resolution of 13 bits and a minimum accuracy of 5 µV. b. A range of 0-1000 mV at a minimum resolution of 13 bits and a minimum accuracy of 30 µV. c. A range of 0-5 V at a minimum resolution of 13 bits and a minimum accuracy of 300 µV. 7. Must be capable of measuring two (2) analog current signals from 4-20 mA at a minimum resolution of 13 bits and a minimum accuracy of 5 µA. These channels may replace analog differential voltage channels (e.g., via the addition of a shunt). 8. Must be capable of measuring at least sixteen (16) 4-wire 100 ohm RTDs at a minimum resolution of 13 bits and a minimum accuracy of 0.1ºC. The system must provide the RTD excitation current. These input channels are in addition to the previously specified input channels. 9. Must be capable of communicating with one (1) network of multi-dropped intelligent instruments via an RS-485 digital I/O communication ports at a baud rate of at least 115.2 kbit/s and supporting at least ASCII and Modbus RTU protocols. 10. Must also allow space and connections for future expansion up to three (3) networks. 11. Must be capable of sampling all analog channels within three (3) seconds and all RS-485 and Ethernet networked instruments in two (2) seconds. All sampling must be completed in five (5) seconds and repeated every five (5) seconds (i.e., the sampling period of all instruments must be at most five (5) seconds). 12. The system must allow the possibility of adding future channels via the purchase of additional modules or cards and/or expansion chassis but not require any additional processing and control hardware. 13. All components of the system minus any switched relay power must be powered by an included power supply with a standard 110 V, 60 Hz input and a battery backup that allows for at least ten (10) days of continual operation; not including power needed for external sensors. Power supply must have at least twelve (12) battery-backed pairs of 12 VDC power output terminals that are available for external sensors. 14. Must provide a 110 VAC to 12 VDC 10 A power supply for instruments connected to non-battery-backed terminals. 15. Must provide at least nine (9) non-battery-backed pairs of 12 VDC power output terminals for external sensors. The terminals must be able to supply the full power of the power supply in specification 13. 16. Must include a circuit breaker with at least two (2) poles for connecting the 110 VAC, 10-15 A inlet power cable to the two (2) AC to DC converters for the battery-backed and non-battery-backed power terminals. 17. Must provide an outdoor enclosure for the data monitoring system. The outdoor enclosure must not require electrically-driven space conditioning other than an electrically powered ventilation fan. The enclosure must accommodate a 135mm x 50mm x 110mm network media converter with a 35mm top hat DIN rail. The enclosure must allow easy mounting to standard Unistrut metal frame system. The enclosure must monitor and control humidity and allow conduit or cable glands/entry seals when possible. The enclosure must come fitted with three (3) 1.5" inch conduit openings. The system must come mounted, wired, and labeled in the enclosure. 18. Must include installation and operation instructions. OPTION LINE ITEMS: The following items are option line items. The Contractor must provide pricing for these items or accept disqualification of their quote. Prices quoted shall be effective for a period of one (1) year from the date of award. Award of option line items is at the sole discretion of the Government in accordance with 52.217-7. Option Line Item 0020: Quantity One (1) Snow Depth Sensor, which shall meet or exceed the following minimum specifications: 1. Must include mounts allowing for attachment to a horizontal 2" diameter pipe and two-axis adjustment. Option Line Item 0021: Quantity One (1) System Software and Drivers, which shall meet or exceed the following minimum specifications: 1. Must allow programming and monitoring of the supplied hardware (e.g., LabView Real-Time Software Module, LabView Application Builder, and CSI Loggernet). Option Line Item 0022: Quantity One (1) System Software, which shall meet or exceed the following minimum specifications: 1. Must allow user to archive measured data (e.g., CSI Loggernet Database). Warranty: The Contractor shall provide, at a minimum, a one (1) year warranty for the system when deployed continuously in an outdoor environment where outdoor air relative humidity can range from 10 - 90%, outdoor air dry bulb temperature can range from -25 - 50ºC, and moderate levels of precipitation (e.g., rain, snow) fall each year. The warranty must cover all defects in materials and workmanship for a period of one (1) year from the date of final acceptance by the Government. Please provide a description of the warranty provided for this equipment. Please include the following details: 1. Length of warranty 2. What is included? (Parts, Labor) 3. Is the warranty on-site or return to vendor? a. If on-site is travel included? b. If return to vendor is shipping to and from NIST included? Delivery: Delivery shall be made to NIST, 100 Bureau Drive, Gaithersburg, MD 20899. Delivery shall be completed no later than three (3) months after receipt of purchase order. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Inspection and Acceptance Criteria (see FAR 52.212-4(a)): The Government will inspect and accept the equipment within one (1) week after installation is completed. Upon delivery, and again during unpacking, NIST will inspect for shipping damage and lost or missing equipment. The equipment will be run and examined for conformance to NIST specifications. FAR 52.217-7 Option for Increased Quantity - Separately Price Line Item: The Government may require delivery of the numbered line item, identified in the schedule as an option item, in the quantity and at the price stated in the schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 1 day of the expiration of the option. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. Instructions to Offerors: Central Contractor Registration: In accordance with FAR 52.204-7, the awardee must be registered in the Central Contractor Registration (www.ccr.gov) prior to award. Refusal to register shall forfeit award. Due Date for Quotations: Offerors shall submit their quotations so that NIST receives them not later than 03:00 p.m. Eastern Time on Friday, July 29, 2011. FAX quotations shall not be accepted. E-mail quotations shall be accepted at joshua.holliday@nist.gov. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Joshua Holliday, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors should ensure the RFQ number is visible on the outermost packaging. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Joshua Holliday, Contract Specialist on 301-975-8497. Quotation Instructions: The Offeror shall submit the following: Technical Acceptability: The Offeror shall submit the following: 1) An original and one (1) copy of a quotation which addresses Line Item 0001 and Option Line Items 0002-0022. 2) An original and one (1) copy of the technical description and/or product literature 3) Description of warranty 4) An original and one (1) copy of the most recent published price list(s) 5) Country of Origin information for each line item Price: The Offeror shall submit a firm-fixed price. Basis for Award Determination/Technical Evaluation Criteria: Award shall be made to the firm that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. Price: Quoted price will be evaluated for reasonableness.
