Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6 in conjunction with the policies and procedures for solicitation, evaluation, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. (ii) The solicitation number is VA-256-11-RQ-0691 and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) North American Industry Classification System (NAICS) code is 474720 (small business size standard of 100 employees). (v) This requirement consists of one line item: (1) DIESEL FUEL, LOW SULFUR, RED DYED; ESTIMATED QUANTITY REQUIRED: 23,000 GALLONS. (VI) A fuel analysis must accompany each delivery containing pollutant information on the sulfur and nitrogen content of each truck load as delivered. (vii) DELIVERY FOB DESTINATION AND TO BE DELIVERED WITHIN 24 HOURS (OR NEXT BSUINESS DAY) AFTER NOTIFICATION OF AWARD TO the VA Gulf Coast Health Care System, 400 Veterans Avenue, building 9, Biloxi, MS Delivery hours: 8:00 AM - 4:00 PM, Monday through Friday (viii) 52.212-1 Instructions to Offerers - commercial Items, apply to this solicitation with the following addenda, FAR 52.216-1, 52.225.25 (ix) 52.212-2, Evaluation - Commercial Items; The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Effective October 1, 2003, the Federal Acquisition Regulation (FAR), requires that contractors be registered in the Central Contractor Registration Under the auspices of FAR 15.201 "Exchanges with industry before receipt of proposals" the following responses to questions received are provided: Please confirm this purchase is tax exempt due to providing the fuel to a Federal Facility (i.e. a tax exemption certificate is provided to the awardee) VA Medical Center Biloxi's tax exempt is 64-0836707, certificates provided upon request. "Is the fuel used to replenish or establish a Tank at one of the newer buildings, i.e. this would equate to 3 x 7,500 gallon deliveries in succession? Requirement is to top off all tanks around Biloxi VA Medical Center Campus in preparation for Hurricane season "Is there any historical data available, i.e. who was the last provider for this product and what was the contract value for what gallon for delivery? Last purchased: 1/6/2011: Vendor: Lard Oil Co., Denham Springs, LA for a total of 7000 gallons at a price of $2.79 per gallon. "I noticed this was an open competition, is there a price evaluation adjustment clause available for a qualified SDVOB (given it is a streamlined process)? The evaluation will take into consideration SDVOSB concerns in the evaluation factor, but will not make an adjustment to the price.
