Description
GENERAL INFORMATIONThis is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor; providing the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) Q1577111026. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-53 and are available in full text through Internet access at http:// www.acquisition.gov/far/. This RFQ is 100% set-aside for small business concerns. All small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The North American Industry Classification System (NAICS) code is 335999 or 541512 and the small business size standard is 500 employees and $25.0 million dollars respectively. REQUIREMENTYellowstone National Park requests quotes for an alarm processing software package for use in its 24-hour Operations Center. This software will be used to process alarm signals from fire, security and utility monitoring alarm panels in YNP's proprietary supervising station. NOTE: This solicitation does not include any computer hardware. Do not include items such as computer servers, computer workstation, computer cables or printers, etc. in offer. LINE ITEM: 0001Software shall meet the following requirements: Mandatory Requirements:General:* The software package shall meet the requirements for listing under UL 1981 Central-Station Automation Systems. * The software package shall accommodate up to 1000 separate alarm accounts* The software package shall run on Microsoft Windows Server operating system, version Windows Server 2008 minimum. A fully operational copy of Microsoft Widows Server operating system shall be included in offer.* The software package alarm database shall run on Microsoft SQL Server, version SQL Server Standard Edition 2008 minimum. A fully operational copy of MS SQL Standard Edition shall be included in offer.* Shall be compatible with Symantec Endpoint Protection anti-virus software, which is used by NPS. DO NOT INCLUDE Symantec software in offer.* Shall include client software capable of running on Microsoft Windows 7. Shall include software and licenses which will allow NPS to run 20 (twenty) concurrent client sessions. Do not include Microsoft Windows 7 software in offer.* Shall include software capable of running a primary server and a back-up server. Backing up of alarm database shall occur without interruption of system.* Software shall allow for NPS to conduct manual database back-up without disrupting alarm processing* Software shall include a feature for scheduled, automatic database back-ups. These backups will reside on a second alarm server, and may be located on other computers on NPS network as well.* Software shall allow for the printing of alarm events to continue (from printer attached to alarm receiver) even in the event of alarm software crash* Software must be compatible with and receive alarm signals from existing Bosch 6600 alarm receiver and Teldat VisorALARM PLUS receiver(do not include Bosch 6600 receiver or Teldat VisorALARM PLUS receiver in offer).* Offer will include original copies of all software, including application server and client, Microsoft Windows Server and Microsoft SQL Server Standard Edition in CD or DVD format. In case of a server crash, provided software will be sufficient to rebuild a working alarm processing system.* Offer will include Installation and Operation manuals in CD or DVD format.* Software must be compatible with and will receive alarm signals from several other industry-standard alarm receivers. Note: Offer must list all alarm receivers that are compatible with alarm software. * Software must be capable of handling unexpected AC power loss to server(s) without database corruption.* Software will allow for client computers to run other programs such as Microsoft Excel, Internet Explorer, and Email at the same time as alarm software.* Software will provide for automatic re-direction of all system users to the back-up server when the primary server fails. In other words, in the event of a catastrophic crash of the primary alarm server, the alarm software shall automatically re-direct users to the fully functional back-up server, which will contain an up-to-date alarm database.* Software upgrades will be accomplished without having to manually re-build alarm database* Offer will include necessary software upgrades for a minimum of 2 (two) Years* Offer will include technical support, available via phone, for a minimum of 2 (two) years. Technical support will be included base offer and if charged on a monthly or annual basis, this will be clearly specified in offer.* Software will allow users to configure client alarm application so that a new, active alarm event causes the automation program to "pop up" in an active window, even if user is currently using another application. Software will allow users to activate or deactivate this "pop up" feature.* Software will provide for tracking of operator activities. At a minimum, software will track individual operator alarm acknowledgments. User Interface:* System shall have a search capability which will allow users to search for specific alarm events. Search results will be displayed on computer monitor with the ability be sent to a printer.* System will allow for an alarm account to be placed into "Test Mode". During Test Mode, alarm events will be recorded to the event database, but will not require dispatcher acknowledgment. System will allow results from a Test Mode to be printed on paper.* System will allow for an alarm account to be placed in a "Test Mode" by sending a text message from a cell phone. During this "Test Mode" period, all alarm events from the alarm account will be sent to the technician's cell phone. System will allow the technician to take the alarm account OUT of "Test Mode" by sending a text message.* Software system to provide for automatic responses to certain alarm events. These automatic responses would occur without any dispatcher intervention or action. For example, certain alarm trouble events could be automatically handled by alarm software by sending emails, faxes, or text messages without dispatcher intervention.* Software allows customization of alarm response instructions. Custom alarm responses can be applied to one or many alarm events. * Software will produce an audible sound, to be played through standard speakers connected to a client computer, in conjunction with certain alarm events. For example, when the Bosch 6600 receiver sends the software a fire alarm event, the system will play a specific sound file. The system will play customized.wav files.* Software will allow for the suspension of an alarm account in a "runaway condition". For example, if a fire alarm panel is severely damaged and constantly calls the alarm receiver with false alarms, system users will be able to quickly and easily set system to ignore events from a "runaway panel".* Software will allow for operators to construct and run various alarm event reports. These reports will be generated internally to the software or via Crystal Reports.* Software will allow for reports to be printed on paper, and to be printed on a pre-set schedule.* Software will allow for alarm search reports to be exported to various file formats including text (ASCII), Comma Separated values (csv) and pdf.* Software will allow operators to easily change alarm technician call out lists. For example, when technician John Smith goes on vacation for two weeks, technician John Jones can be placed first in the call out list. Optional Line Items:The NPS reserves the right to purchase the following option lines in part or as a whole: if awarded vendor will be notified at time of award or no later than September 15, 2011.OPTIONAL LINE ITEM 0002On-site training: NPS may be interested in having an alarm system trainer travel to YNP to provide approximately 16 hours of training for park staff. Provide cost of this option including travel costs to YNP. NOTE: do not include on-site training costs in base offer.OPTIONAL LINE ITEM 0003Integration of video monitoring and intrusion events. Offer will specify and list which remote monitoring products and video verification products are compatible with alarm software package. Provide cost of this option. NOTE: do not include video integration costs in base offer. OPTION LINE ITEM 0004Automatic display of maps and floor plans: Offer will specify if software can display graphic information in conjunction with alarm events. Provide cost of this option, if not included in base offer. OPTION LINE ITEM 0005Programming-friendly feature: YNP is interested in making our alarm response programming as efficient as possible. We would like a software feature which would allow us to quickly change and update personnel information, such as phone numbers and email address. For example, a feature which allowed an operator to change a technician's cell phone number globally within the software would be highly desirable. Offer will specify if software has this feature. EVALUATION FACTORSBasis for Award: The basis for award will be technically acceptable/low price, which will be based on consideration of the following factors: 1) Delivery Date 2) Past Performance 3) Prior Experience 4) Technical Elements5) Price Price: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. CLAUSES AND PROVISIONSOfferors/Bidders/Quoters must review and comply with the FAR Provisions or Clauses which apply to this solicitation. This information is available on the Internet at http:// www.acquisition.gov/far/. The following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS; Commercial, applies to this acquisition 52.212-2, EVALUATION-COMMERCIAL ITEMS - 52.212-2, Evaluation factors include [a] price; [b] delivery date; [c] prior experience; [d] past performance; [e] technical elements supported by documentation and references. The non-price evaluation factors and their associated acceptability standards are: Delivery Date: delivery is requested by October 1, 2011. Standard of Acceptability: Offer must be able to delivered completed unit prior to October 1, 2011 Proposal must include delivery date. Prior Experience:"Prior Experience" is differentiated from "Past Performance" in that this is factual, documented, information about specific work the offeror has performed, which demonstrates the offeror's ability to accomplish the work. Standard of Acceptability: The offeror shall have successfully completed, as the prime contractor, 3 projects, similar to the work required by this solicitation, within the past 10 years. Past Performance: Past Performance: Past performance is a measure of the degree to which the contractor has satisfied its customers in the past. The NPS will evaluate offeror's past performance based on contacting references, for projects completed within the past 5 years, provided by the contractor; contractor must provide 3 references; the Government's knowledge of Offeror's past performance; and / or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by the offeror to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System; Federal, State or local governmental agencies; and private sector businesses. Standard of Acceptability: The offeror must receive at least a satisfactory past performance. Technical Elements: Quotes must follow quote guidelines and meet or exceed all specifications listed under the requirements section of the combine synopsis/solicitation. Standard of Acceptability: The software package presented shall meet the minimum specifications. 52.212-2, EVALUATION-COMMERCIAL ITEMS - 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, We request that you put the Reps and Certs information online at the ORCA website. "Waste prevention" means any change in the design, manufacturing, purchase, or use of materials or products (including packaging) to reduce their amount or toxicity before they are discarded. Waste prevention also refers to the reuse of products or materials. "Waste reduction" means preventing or decreasing the amount of waste being generated through waste prevention, recycling, or purchasing recycled and environmentally preferable products. (b) Consistent with the requirements of Section 701 of Executive Order 13101, the Contractor shall establish a program to promote cost-effective waste reduction in all operations and facilities covered by this contract. The Contractor's programs shall comply with applicable Federal, State, and local requirements, specifically including Section 6002 of the Resource Conservation and Recovery Act (42 U.S.C. 6962, et seq.) and implementing regulations (40 CFR part 24. PROPOSAL GUIDELINESQUOTES ARE DUE for this combined synopsis/solicitation on August 1, 2011 at 4:30 PM Mountain Daylight. Emailed quotes are preferred with all required documentation; no oral quotations will be accepted. Quoters must furnish the company name, DUNS number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be signed by authorized company official and emailed to andrea_hannon@nps.gov. All questions regarding this solicitation must be submitted in writing via email to andrea_hannon@nps.gov. INSTRUCTIONS FOR QUOTE CONTENT: Volume I shall address the specification SEQUENTIALLY and shall demonstrate your capability to perform/meet all specifications (if responses are located in accompanying product literature, cross-reference the page and paragraph number). Note that simply restating the specification or providing a blanket statement of full compliance is insufficient and will not be accepted as a demonstration of your capabilities. Failure of the Vendor to comply with sequentially addressing all specification or simply restating requirements or noncompliance with any of the RFQ instructions may result in your proposal being rejected and eliminated from further consideration. QUOTE PAGE LIMIT: The page limit for Volume I is 30 pages on an 8x11 sheet. Brochures and product literature are included in the page limit. Cover letter, Representations and Certifications (52.212-3) are not included in the page limit. The page limit for Volume II is 5 pages on an 8x11 sheet, with a font size of 10-12. QUOTEL SUBMISSION: You must submit your proposals in two separate volumes. Volume I shall contain all non-price factors (i.e. Delivery Date, Past Performance, and Experience). Volume II shall contain Price information only. Submit both volumes to the attention of the Contract Specialist, Andrea Hannon. Please submit: (1) One original and one copy of Volume I. (2) One original and one copy of Volume II. If being submitted by email the correct number of copies will be printed.
