- This is a sources sought notice only. This is not a solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The Environmental Protection Agency (EPA) is performing market research to identify contractors that may possess the capabilities to provide the support for the EPA's Office of Atmospheric Programs (OAP), Clean Air Markets Division (CAMD) detailed in the attached draft Statement of Work. The requirement is expected to be a total small business set-aside. The EPA is interested in the capabilities of small businesses, veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses and women-owned small business concerns. A brief description of the work is as follows: The North American Industry Classification System (NAICS) code for this procurement is 541620. This requirement is for support currently being performed as a firm-fixed price contract under Contract No. EP-W-07-061. The work to be performed will be an independent and unbiased evaluation of site operations (i.e., surveys) for NADP?s atmospheric deposition collection networks and CASTNET. The surveys shall provide quality assurance pertaining to siting, sample collection and handling, equipment operation and maintenance, record keeping, reports, and field laboratory procedures. This contract will also include ozone performance evaluations (PE) as described in 40 CFR Part 58. Interested parties may submit a brief capability statement, no more than five (5) single-sided pages, demonstrating how they are capable of meeting this requirement. Standard brochures and/or paraphrasing of the Statement of Work will not be considered sufficient to demonstrate the capabilities of an interested party. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The capability statement should include the following: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification; (4) GSA contract number and period of performance (if vendor has GSA contract that fulfills requirements of the draft Statement of Work); (5) Technical description of ability to meet the requirement (description should address technical competencies, and organizational experience relative to the key task areas in the draft Statement of Work); (6) Discussion of any potentially significant organizational conflicts of interest; (7) Any comments or concerns regarding draft Statement of Work or subject procurement. Businesses shall submit electronic copies of their respective capability statements to both Ryan Daniels at daniels.ryan@epa.gov and Melissa Puchalski at puchalski.melissa@epa.gov, no later than August 19, 2011.
