Description
ISSUE DATE: 8/4/2011. THE SOLICITATION WILL BE ISSUED IN ACCORDANCE WITH FAR 52.219-27, NOTICE OF TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. The requirement is to test, calibrate and repair Cathodic Protection, Automatic Tank Gauging and Fuel Management Systems on above ground tanks, underground tanks to include piping, piers and quay walls and associated equipment at the Naval Submarine Base New London, Groton, CT. The work shall include all labor, materials, equipment, supervision, transportation and management necessary to perform the work. This combination firm fixed price indefinite quantity contract shall provide for a base period of one year plus two, twelve (12) month options. The estimated cost range of this project is between $1,000,000.00 and $5,000,000.00 dollars, inclusive of all option years. Solicitation packages will be available on or about 8/4/2011. The due date for receipt of proposals is scheduled for 9/5/2011 at 2:00 P.M. The applicable NAICS code is 237120 (Oil and Gas Pipeline and Related Structures Construction) and the size standard is $33.5 million. This solicitation is issued in accordance with FAR Part 12, Acquisition of Commercial Items and is 100% set-aside for Total Service Disabled Veteran Owned Small Businesses. This solicitation will utilize the following evaluation factors: Price and Technical Approach. The offerors proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The resulting contract will be awarded to the responsive and responsible offeror whose proposal, conforming to the Request for Proposal (RFP) will be most advantageous to the Government, price and other evaluation factors considered. Prospective contractors must register in the DOD Central Contractor Registration Database prior to award. Bidders are notified that failure to register may render their firm ineligible for award. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue at the following site: https://www.neco.navy.mil. All prospective bidders are encouraged to register on the above web site for this procurement. Plan holders will be maintained on and can be printed from the web site. Any amendments issued to the solicitation will be posted solely on this web site. Offerors are required to verify the number of amendments issued by the Contracting Officer prior to the bid opening date.
