- This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), National Marine Mammal Laboratory (NMML) located in Seattle, WA on a sole source basis with Alaska Pacific University. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $150,000.00. The proposed vendor will conduct the following tasks: Total body energetics: Full depth blubber biopsies will be collected from the dorsal region of animals captured in Bristol Bay using a technique tested on captive and/or harvested animals. Samples will be frozen in the instrument until processing. Mass-specific energy content of blubber will be determined using bomb calorimetry. Total-body lipid calories will be calculated from mass-specific caloric content and volume estimates (see below). Samples will be archived for diet composition analysis using fatty acid techniques, with separate analyses of inner and outer blubber layers. Blubber volume and body composition (lean and adipose mass) will be measured using ultrasound and will be calibrated by comparison with blubber biopsies collected from the captured animals. Blubber volume and body composition will also be estimated for animals captured in Bristol Bay using results of a standardized ultrasound blubber depth survey. Total blubber volume will be estimated based on percent of total body mass and allometric regressions in order to determine the mean percent body mass of total blubber. Mass-specific energy content and total-body lipid calories will be measured as described above. Metabolic rate and caloric requirements: Individual caloric requirements will be calculated using metabolic rate measurements and comparison to published allometric regressions of marine mammal field metabolic rates. Population-level caloric requirements will be calculated based on the most recent population estimates and age distribution based on age and sex structured population model in collaboration with Dr. Hobbs of NMFS. These estimates will be compared to total available energy across seasons calculated from published Pacific salmon ( Onchorhynchus spp. ) and eulachon ( Thaleichthys pacificus ) landings and energy density in order to compare CI energetic requirements to available forage. Additional samples of salmon and eulachon and other appropriate prey items for both CIB and BBB belugas will be processed for total caloric content using bomb calorimetry. Model results will be compared to observations of habitat use and activity budgets in the Knik Arm region of Cook Inlet in order to examine the spatial component of CIB foraging ecology. A complimentary population-level energetics model will also be created for Bristol Bay beluga whales and compared to CIB in order to determine if there are population differences that can be used to examine potential energetic deficits in CIB. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately August 05, 2011 through August 4, 2012 with one option period (August 5, 2012 - December 31, 2012). The NAICS code for this procurement is 611310 with a corresponding size standard of $7.0M. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the requirements stated above. The contractor shall have a fully equipped and staffed laboratory capable of completing all of the necessary analyses in a timely manner and equipment necessary for the field work in Bristol Bay. The contractor shall have demonstrated knowledge of marine mammal foraging physiology and experience with blubber analysis of beluga whales and at least one other species (e.g. Steller sea lion ).
