- SCA Wage Determination Performance work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation is issued for Request for Quotations (RFQ) # F1R31A1195A001. This solicitation document & incorporated provisions & clauses are those in effect through Federal Acquisition Circular 97-13. The NIACS Code is 562910, this is a small business set aside. The applicable size standard is $14,000,000. This be for Habitat management services. Dyess AFB has the following requirements: 0001-Services to maintain utility rights of way and adjacent grassland habitat Performance work statement attached SCA Wage Determination attached Period of Performance: 8 Aug 11 - 30 Sep 11 Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. This award will be made on the basis of lowest cost, technically acceptable. Clause at 52.212-4, contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, and the following FAR clauses are cited: 52.225-13, Restrictions on Certain Foreign Purchases; 52.219-28, Post-Award Small Business Program Rerepresentation; 52.222-3, Convict Labor; 52.222-21, Prohibition of Segregated Facilities; Clause at FAR 52.222-19, Child Labor; FAR 52.222-26, Equal Opportunity; FAR 52.222-42, Statement of Equivalent Rates For Federal Hire; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
