- The Department of Defense Education Activity (DoDEA) intends to issue a sole source contract under the authority of 10 U.S.C. 2304 (c) (1) and FAR 6.302-1 to CTB/McGraw-Hill in the estimated amount of $21.0 million (Base plus five option years) under NAICS 611710 (Education Support Services) for a comprehensive assessment program that includes CTB/McGraw-Hill's TerraNova, Third Edition, Multiple Assessments (TerraNova) and CAT Plus Mathematics Computation (CAT Plus) materials for all DoDEA schools, grades 3-11, and the LAS Links Language Proficiency Assessment (LAS Links) for grades K-12. Best practices on the use of educational data require that five to eight years of consistent student data are collected to reliably evaluate curriculum programs and student performance. DoDEA has administered TerraNova since spring 2009 and CAT Plus since spring 2008. TerraNova is an updated version of the test administered by DoDEA from 2002 - 2008 and was normed in 2007 using an inclusive national sample of students tested with and without test accommodations. In the 2009 Terranova test administration, a baseline of data was established for DoDEA to allow comparisons with results from future administrations of this test; and in 2008, a baseline of data was established for CAT Plus. CTB/McGraw-Hill is the only publisher that can give DoDEA the consecutive data needed to show evidence of student performance. The addition of the LAS Links Language Proficiency assessment will provide a reliable and valid connection between TerraNova and CAT Plus. LAS Links will serve as a screener to determine whether English Language Learners will take the CAT Plus or TerraNova when they are in grades 3-12. Additionally, LAS Links is the only product that is psychometrically aligned to TerraNova and CAT Plus, which allows English Language Learners in grades K-2, to develop historical language proficiency data that may be used to inform instructional and assessment decisions once the student enters the 3rd grade. This is not a request for competitive proposals. The first 15 days after the date of this post constitutes the pre-solicitation period, and the remaining through the closing date constitutes the solicitation period. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
