- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106(b)) with Coburn Technologies, 55 Gerber Road, South Windsor, CT 06074., as the only responsible source that can polish maintenance systems compatible with the existing layout and water system of the laboratory. This acquisition is being conducted under the FAR 13.1 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2005-53 are incorporated. Naval Medical Logistics Command in support of NOSTRA at Brooke Army Medical Center has a requirement for four (4) polish maintenance systems. The systems shall be capable of filtering out waste material and debris from polish medium. The systems shall provide continued and uninterrupted operation of filtered coolant water for other lens generating and surfacing equipment. The systems shall include tank, pump, filtration, chill and flow management. The systems shall be able to process polish for lenses made of CR39, high index, polycarbonate and glass. The systems shall integrate into the installed base of optical equipment. The systems shall integrate into the assembly line structure of the optical lab. The systems shall fit into the footprint of 31 x 29 left by the replaced system. The systems shall integrate with the layout of the existing water supply of the laboratory. Items being purchased in this acquisition: Quantity of four (4) Polish maintenance Systems This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 333314 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Coburn Technologies.
