- The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute Neurological Disorders and Stroke (NINDS) intends to negotiate and award on a non-competitive basis purchase order to Cambridge Electronic Design Limited, Science Park, Milton Road, Cambridge CB4 0FE, England for the purchase of four (4) Power 1401 mk II Lab Interface. The CED Power 1401 mk II Lab interfaces are “analogue to digital” converters (A/D converters) that take the signals from electrodes chronically implanted in the brains of rodent models of Parkinson’s disease, and digitalize these signals, so that they are in a format that can be used for further analysis. The purchase of 4 additional Power 1401units will allow the Neurophysiological Pharmacology Section researcher’s to study the coordinated changes in brain activity at several points simultaneously throughtout the motor network in the brain, and will provide better data about the changes associated with movement disorders. The degreneration of dopamine-containing neurons in the brain in Parkinson’s disease leads to slowness of movement, referred to as akinesia. There are currently two set-ups in the lab for collecting and analyzing the data obtained from the parkinsonian rats. However, the setups are currently limited with regard how much data can be processed from different brain regions at the same time. NINDS currently has Cambridge Electronic Designs with custom scripts to process specific type of data. This software and the 1401 interfaces that digitize the data specifically for NINDS specific kinds of analysis are interdependent with each other and are all designed and developed and maintained by Cambridge Electronic Design, so the power 1401 interfaces are critical to NINDS ability to conduct experiments. The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
