Description
The National Park Service, Harpers Ferry Center intends to negotiate a Sole Source commercial item procurement with Steven Patricia, RA to provide illustrations for Fort Union National Monument. The Harpers Ferry Center is procuring original reflective illustrations for outdoor waysides for Fort Union National Monument. This proposed procurement is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than August 3, 2011, noon local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The following verbiage is directly from the Justification and Approval for sole source and is posted in accordance with FAR 5.102(a)(6). Steven Patricia is the only former IDIQ Contractor artist who is a registered architect. The illustrations required for this phase of Fort Union waysides are 85% historic architectural details, and only 15% purely narrative elements depicting people of the past in action. Patricia's professional architectural training and ability to read and understand historic plans of Fort Union structures is critical to success for this project, because nothing is left to be seen on the site of the original Fort Union except knee-high adobe wall ruins. The sketches delivered by Steven Patricia demonstrate that his architectural training makes it possible for him to accurately imagine how large building complexes, covering many acres of space, related to each other. This skill is best demonstrated in the large-scale birds-eye views of Fort Union which Patricia has drawn. The historic Fort Union of the 1860s-90s seen in 3-D space exists only in the imagination of this architect.Steven Patricia has accurately illustrated military architecture of 19th century for many National Park sites over many years as an HFC IDIQ contractor. He brings a wealth of architectural and historical backgrounds to the project, derived from his many projects with the National Park Service.
