- RFP VA-528-11-RP-0021 is a solicitation for a Contractor to provide a Service Agreement for the Care Tracker System for the VISN 2, a division of the United States Government's Department of Veterans Affairs (VA), for the period of one (1) year. The NAICS code for this is 541511, Custom Computer Programming Services (size standard of $25.0 million). Request for quotation procedures will be used in awarding the contract. Solicitation packages will be available on or about July 20, 2011. Anticipated award date is August 1, 2011. Intended Source: Resource Systems 140 South Friendship Drive New Concord, OH 43762 Justification for Lack of Competition: This service agreement purchase is a follow on purchase in which Resource Systems, Inc. will upgrade the existing system in order to comply with VA mandated implementation of MDS 3.0 (see attached VA memo entitled: "Implementation of Resident Assessment/Minimum Data Set 3.0"). Care Tracker is a proprietary software program of Resource Systems, Inc. The original systems purchased in 2006 and 2008 were unique commercial off-the-shelf (COTS) products. For both purchases, sources sought notices were posted on FBO. No other vendors provided information demonstrating similar systems on the market at the original time of purchase. There are no known third party vendors offering this specific patient care tracker system or service agreement, therefore the service agreement and software updates can only be readily obtained from Resource Systems. Accordingly, Resource Systems, Inc. is the only firm capable of providing the supplies and services described in Section III above without the Veteran's Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No hard copy solicitations will be provided. All requests and questions must be in writing and submitted by e-mail, fax or mail. No telephone inquiries will be accepted.
