- This notice is for Market Research purposes only, not a request for proposal or solicitation. The Food and Drug Administration (FDA) is seeking sources, including service-disabled veteran-owned small businesses, HUBzone small businesses, 8(a) certified small businesses, woman owned small businesses, small disadvantaged businesses as well as small businesses. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for providing the items below. The North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size standard of 500 employees. The Food and Drug Administration has a requirement for a Digital Image Receptor for 3-D Imaging, as follows: The x-ray physics laboratory within the U.S. Food and Drug Administration (FDA) Center for Devices and Radiological Health (CDRH) Division of Imaging and Applied Mathematics has developed and is performing experiments with a highly versatile, computer-controlled x-ray imaging system designed to simulate the 3D breast imaging modalities such as tomosynthesis and digital breast tomosynthesis that are beginning to enter the market place. An image receptor is required to replace the current image receptor, which was not designed for mammographic applications and has inferior performance relative to the image receptors in commercial breast tomosynthesis systems. The system shall include the Digital Image Receptor for 3-D Imaging research, the necessary hardware to interface with a personal computer, software to allow the acquisition of images in a manual mode and a software development kit that will facilitate the integration of the detector function into an overall program that performs a complete image data set acquisition protocol. Potential contractors must indicate business size, proof of any set-aside certification and company's DUNS number and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statement must provide enough information to determine if company can meet requirements stated above by including technical specifications, descriptive literature, brochures and other information that demonstrates the capabilities of the contractor to meet the requirements. Technical specifications shall address physical characteristics (i.e., pixel size, pixel matrix size (number of columns and rows, active layer interaction fraction, electronic noise; Imaging performance, as indicated by the following measurements: sensitivity characteristics, dynamic range, sharpness as indicated by the modulation transfer function, noise properties as indicated by measurement of the noise power spectrum at a range of input exposure levels, and overall radiation use efficiency as indicated by the detector detective quantum efficiency.)
