Description
The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends tomodify contract N66001-05-D-0004 with Rosser Marine and Charter Company, Inc. in order to increase the option period estimated level of effort cost plus fixed fee and hours, extend the period of performance and extend the contract ordering period. The contract provides for vessel operations, maintenance and repair of a government owned research vessel. The contract was awarded on 3 February 2005 against solicitation N66001-04-R-0047. A solicitation for the follow-on competitive acquisition is in the final stages of negotiations and is expected to be awarded by 30 Sep 2011. The current contract will be modified to allow for continued services during these negotiations. The Government intends to increase the ceiling estimate by 1,287 labor hours and it is expected that the ceiling increase will satisfy program requirements through September 2011, which is the anticipated timeframe required to award the new competitive contract. The Acoustic Explorer is scheduled to go into dry-dock for overhaul. In preparation for dry-dock, experienced and knowledgeable personnel are required to: remove all fuel, lube oil, and potable water from the vessel; disconnect and store any/all electronic equipment that may be damaged in a shipyard environment; open and inspect all voids; and crew the vessel in transit to the servicing shipyard. Additionally, the contractor will be required to act as the government/owners agent/liaison for the duration of the overhaul period. Interruption of these services will result in the delayed accomplishment of the ships overhaul, thus adversely affecting the overall readiness of the vessel. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Questions concerning this sole source procurement action may be directed to the Contract Specialist, Angela King at angela.king@navy.mil or telephone (619) 553-5829.
