Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is F11PS01218 and the solicitation is issued as a request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR) and current Federal Acquisition Circular (FAC 05-53).This acquisition is 100% set aside for small business, the NAICS code is 811121 with a size standard of $7M STATEMENT OF WORK/SPECIFICATIONS This contract is to repair the gel coat on 3 decks, replace the emergency door leading from the bridge to the upper fly bridge, remove port side shore power receptacle and ensure starboard power recepticle is secure and functional on the 63' Bertram boat in Kodiak, AK. The upper fly bridge, lower aft fly bridge and the aft decks fiberglass will need to be ground down and minor structural repairs completed, painting and new gel coat (with no slip coating). The Alaska Peninsula & Becharof Refuges Service boat, a 63' Bertram, is currently docked in Kodiak, AK (K-13). The work detailed can start on September 19th and must be completed by November 30th. Specific items to be repaired: A detailed pictorial may be downloaded from http://www.fws.gov/filedownloads/ftp_R7CGS/F11PS01218 1.) Grind off all gel coat, especially around hairline cracks on upper fly bridge, lower aft fly bridge and aft deck2.) Remove plywood compromised by moisture (on upper fly bridge), replace with new plywood if needed.3.) Expose area where captain chair use to be positioned (on upper fly bridge), and install additional supports and reseal.4.) Remove back-to-back bench on upper fly bridge on port side.5.) Remove plastic door between bridge and upper fly bridge, install an aluminum door6.) Remove Port shore power plug. Ensure Starboard shore power plug is firmly attached, waterproof and functioning, remove telephone plug on Starboard side, and patch.7.) Repaint decks, add no slip coating, and gel coat. ** Although the upper fly bridge does have a bimini top the two lower decks are not covered. Please be mindful that Kodiak Island's weather is unpredictable, having to cover decks and use heaters may be required to complete gel coat project. The approximate measurements for the upper fly bridge is eleven feet by eleven feet, the lower bridge is a eleven feet by fourteen feet, and the aft deck is eleven feet by eleven feet. These are only approximations of dimensions for bidding purpose. The contractor is advised to complete their own set of measurements if awarded the contract. PROVISIONS AND CLAUSES:The Provision at FAR 52.212-1, Instructions to Offers-Commercial, applies to the acquisition.The Clause at 52.212-2 -- Evaluation -- Commercial Items. (Jan 1999), applies to this acquisition (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:1. Price 2. Past Performance Past performance will be evaluated IAW FAR 13.106. Offerors with a history of similar Marine fiberglass and gelcoat repair will be rated most favorably. Due to the remote nature of Kodiak Island, a history of performing in physically isolated locations will also be rated favorably. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
