Description
The Naval Sea Systems Command intends to issue solicitation N00024-11-R-5207 for the engineering, development, testing, fabrication, qualification, documentation and manufacturing of the Engineering Development Models for the Common Array Block (CAB) Family of Antennas (FoA) for the Cooperative Engagement Capability (CEC) Data Distribution Systems (DDS) and host platform interfaces. Requirements include options to conduct a System Requirements Review/System Functional Review (SRR/SFR); a Preliminary Design Review (PDR); and a Critical Design Review (CDR). Two versions of the CAB antenna are required. The CAB-Surface (CAB-S) will be utilized on surface ships and the CAB Expeditionary (CAB-E) will be utilized for United States Marine Corps Composite Tracking Network (CTN) (ground). The requirements also include options for an estimated quantity of 18,000 Engineering Support Services hours, Other Direct Costs, Long Lead Material, Engineering Design Modules (EDMs) and associated Data. In addition, options for a total of two (2) CAB-E Pre-Production Units (PPUs) and four (4) CAB-S PPUs will be required for assembly validation, design qualification, and CEC system integration and testing. A key mechanism to achieve reduced total ownership cost is through the application of common hardware and software/firmware elements in the antenna design. Therefore commonality between CAB-E and CAB-S at the highest levels of assembly is considered to be key design objective. A secondary objective for the program is the ability to develop an architecture that utilizes a set of common components that are extensible to future airborne, shipboard and UAV based systems. The CEC program has invested in the development of Transmit/Receive (T/R) Monolithic Microwave Integrated Circuits (MMICs) using Gallium Nitride (GaN) semiconductor materials. For this effort, the Government intends to provide T/R MMICs as Government Furnished Equipment (GFE) for use in the development of the CAB. A single-award cost plus incentive fee, cost plus fixed fee and cost only contract is contemplated. The initial award is anticipated in FY 2012 with options through FY 2014. The performance is scheduled to begin three (3) months after contract award. The delivery will be FOB Origin. All responsible sources listed under North American Industry Classification System (NAICS) code 334511 may submit a proposal, which shall be considered by the agency. IMPORTANT INFORMATION FOR PROSPECTIVE OFFERORS: Registration in the DOD Central Contractor Registration (CCR) database as a Small Business under NAICS code 334511 will be a prerequisite for receiving an award. The solicitation will be posted electronically under its solicitation number on or about late 4th Quarter GFY11 or early 1ST Quarter GFY12 at the following websites: http://www.fbo.gov and http://www.neco.navy.mil. If time permits, a draft Request for Proposal may be issued to industry for comment.
