Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD201113 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-53. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Plexon Inc, 6500 Greenville Ave., Ste 730- Dallas, TX 75206 the following to form (2) 16-channel OmniPlex Data Acquisitions Systems: 1.P/N: 90391 OmniPlex/16 16-ch OmniPlex data acquisition system to include: processor, control software, 16-bit, 40kHZ A/D, 32 digital inputs, BNC interface, 16-ch Amp and offline sorter ( 2 USB keys) QUANTITY (2 ) EA2.P/N: 50101 CBL/PBX16-15L data cable for 16 preamp channels, 15 foot length QUANTITY (2 ) EA 3.P/N: 52242 HST/16v-G20 16 channel VLSI headstage, 20x gain QUANTITY (2) EA 4.P/N: 52181 HSC/16V-ufw-36L Headstage cable for 16-channel VLSI headstage, ultra-fine wire (36 gauge), 36 length QUANTITY (2) EA 5.P/N: 51006 HTU/16V Headstage tester unit for 16-channel VLSI headstage QUANTITY (2) EA 6.P/N: 90426 CBL/DI-OmniPlex-BW-15L, Digital input cable for OmniPlex system: bare wire (no connector) at distal end; 15 ft length - QUANTITY (2) EA 7.P/N: 99409 NEX/v4-3usb, NeuroExplorer data analysis software, (3 USB keys) - QUANTITY (2) EA 8.P/N: 23811 TDS2002C Oscilloscope, Digital; 70 MHZ; 2 Channels; 1 GS/s; Color Display; USB Port - QUANTITY (2) EA 9.P/N: 91168 DELL/WS-T3500-OPX-System Controller, Dell T3500 Workstation: 64-bit Windows 7: 3.2GHz 4-core Xeon Processor: 8GB RAM; 500GB & 1TB hard drives; DVD/CD-RW; Microsoft Office 2010;nVIDIA GTS 451 video card - QUANTITY (2) EA 10.P/N: 91167 MON/24LCD-W-OPX, 24 wide-aspect flat panel LCD monitor- for use with OmniPlex systems - QUANTITY (2) EA 11.P/N: 90394 OmniPlex-INS, On-site (Rockville, MD) installation and training for OmniPlex data acquisition system - QUANTITY (2) EA/SESSIONS The purpose of this system is to work in conjunction with a touch screen system from Lafayette Instruments to form a system for the testing in vivo neural activity during complex learning and memory in mice. This equipment will study learning and memory in normal and genetically modified mice as part of a program of studies to elucidate the neural and genetic basis of psychiatric disease states and drug abuse. The modular nature of their apparatus allows for the economical customization of equipment to accommodate the needs of the user and due to the highly specialized and customized nature of this equipment this is the only system that meets the lab needs.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 12 days from the date of publication of this synopsis will be considered by the Government. THE OFFEROR MUST INCLUDE A COMPLETED COPY OF THE PROVISION OF FAR CLAUSE 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS WITH ITS OFFER. The provisions of FAR Clause 52.212-1 Instructions to Offerors Commercial Items; FAR Clause 52.212-2, Evaluation Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit two (2) copies of their quotation to the below address. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by August 2, 2011 by 10:00 a.m. EST. The quotation must reference Solicitation number NICHD2011113. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
