Description
This is a notification that the Mission and Installation Contracting Command, Fort Leavenworth, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(iii), "Only one responsible source and no other supplies or services will satisfy agency requirements" to Strategic Knowledge Solutions. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690, with a small business size standard of $7.0M. The requirement is to provide organizational support for the phase out of the Knowledge Management Advisors as part of Combined Army Center's (CAC) ongoing transition. The required support includes the following: 1. Maintain the currency of information on the AOKM Internal collaboration site (currently on Sharepoint). 2. Author and submit for publication a quarterly e-newsletter currently called "Connected." 3. Update the AOKM tri-fold brochure. (URL: http://usacac.army.mil/cac2/aokm/index.asp) 4. Submit for publication 5 AOKM "Fact Sheets." (URL: http://usacac.army.mil/cac2/aokm/FactSheets.asp) 5. Publish Army Knowledge Management press releases, announcements, and articles, approximately three or one per month on CACNET, AKO, and Stand-To and others as required. 6. Continue to finalize, plan, and execute the FY12 Army Knowledge Management Conference 7. Serve as the principal AOKM liaison/advisor and assisting for Army Knowledge Management to the following units and organizations at their current locations with their expertise, experience and validation during the phase out of this mission for Combined Arms Center: a. III Corps, Fort Hood, TX b. XVIII Airborne Corps, Fort Bragg, NC c. 101st Air Assault Division, Fort Campbell, KY d. Maneuver Center of Excellence, Fort Benning, GA e. HQ's, FORSCOM, Fort Bragg, NC f. Mission Command Training Program (MCTP), Fort Leavenworth, KS g. Mission Command Center of Excellence, Fort Leavenworth, KS h. Signal COE, Fort Gordon, GA i. 1st Cavalry Division, Fort Hood, TX j. Maneuver Support CoE, Fort Leonard Wood, MO 8. Conduct analysis and training of rapidly share/assist the supported organization on KM Training, Tactics, Techniques and Procedures (TTPs), After Action Reviews (AARs), Observations, Insights, and Lessons (OILs) and Lessons Learned in order to increase the awareness of KM Training, TTPs, AARs and OILs to the whole Army. 9. Disseminate KM TTPs, OILs and lessons learned from other Organizational KMAs to their supported organization and assist in integrating the KM TTPs, OIL and lessons learned. KMA shall pull KM TTPs, OILs and lessons learned from the KM Topic area of KMNet. 10. Present a 5 to 10 minute information brief on the supported organization. Brief content is KM training and mission events, key leader KM issues and concerns and KM lessons learned for organizations. 11. Write a brief information paper clearly and concisely stating the top 5 issues and concerns as determined by the supported organizations command level leadership in regards to KM. 12. Provide AOKM Products and Services information briefings twice a month (total 2 per month) and/or other applicable AOKM briefings to the supported organization and other subordinate organizations. 13. Author and co-author with KMO with the supported units/organizations and submit for publication articles for the quarterly e-newsletter "Connected." The resultant contract will be a firm fixed price contract and will commence upon the expiration of the current contract, 21 September 2011, and run until 20 December 2011. Fiscal Year (FY) 2011 Operational and Maintenance (OMA) funds will be utilized. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
