Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, 115 South 84th Street, Milwaukee WI 53214-1476. Justification for Other than Full and Open Competition for PR# 695-11-3-020-0141 1.2. Nature and/or Description of the Action Being Processed: Justification and approval for other than full and open competition for an urgent requirement for Milwaukee, WI VA. Procurement for a firm fixed price one time purchase of an Olympus Endoscopy Visera Pro Surgical Video System to include one (1) OTV-S7PRO video system, one (1) WM-NP1 Video Procedure Cart, one (1) MAJ-181 Flat Panel Swing Arm, one (1) OEV-261H HD LCD Monitor, one (1) CLV-S40 PRO 300W Visera Pro. 3. Description of Supplies/Services Required to Meet the Agency's Needs: The Milwaukee VA Medical Center requires a cart based surgical video system to be used in the GU suite in the newly built SCI building. This video endoscopy system will allow the viewing of live, color endoscopy images of the interior of the body during GU procedures. Images are displayed on monitors included in the system which allow the observation of images simultaneously by several clinicians during clinical procedures. The Visera Pro video system and accessories are the only source that will be able to view and transmit images from our currently owned Olympus endoscopes. This processing system will also connect to our teleurology equipment to allow for images to be transferred to monitors in the hospital's main GU suite on the 7th floor, which is not easily accessible to patients in wheelchairs. The equipment listed below needs to be delivered directly to the new SCI building before 5/30/2011. Delivery can be scheduled with Ed Seramur x41354. It was found that Stryker and Penatx do offer high definition video endoscopy systems, however, only Olympus video systems would be compatible with our current Olympus colonoscopes. The hospital currently has colonoscopy equipment that is compatible with the Visera Pro video systems and light sources from Olympus. If we purchased equipment from another vendor, we would need to replace the endoscopes and video carts throughout the hospital. Since a single unit is being purchased, there would be no justification in subjecting the medical center to the high cost that would be incurred by procuring all new equipment from a different vendor. Any cost in new equipment would not be matched in cost savings by selecting a vendor other than Olympus. Web site market research has indicated video processors and light sources must be from the same manufacturer as the endoscope vendor. These systems are not interchangeable across manufacturers. Additional research has revealed Olympus is the only vendor that offers the combination of narrowband imaging, high definition video, digital zoom and endoscopes with small distal tip diameters. 6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Web-based market research has indicated that video processors and light sources must be from the same manufacturer as the endoscope vendor. These systems are not interchangeable across manufacturers. Additional research has shown that Pentax and Stryker offer similar products, none of which are compatible with our current endoscopy equipment throughout the hospital. Additional research has revealed Olympus is the only vendor that offers the combination of narrowband imaging, high definition video, digital zoom and endoscopes with small distal tip diameters. 7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The government pricing from Olympus is significantly less than the commerical list price for all of the items requested.
