- This notice is for Market Research purposes only, not a request for proposal or solicitation. The Food and Drug Administration (FDA) is seeking sources, including service-disabled veteran-owned small businesses, HUBzone small businesses, 8(a) certified small businesses, woman owned small businesses, small disadvantaged businesses as well as small businesses. Large businesses may also respond. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for providing the items below. The North American Industry Classification System (NAICS) code is 541990 - All Other Professional, Scientific and Technical Businesses with a small business size standard of $7.0 million dollars. Project Background The Center for Proteomics of the Division of Systems Biology at the Food and Drug Administration's National Center for Toxicological Research (NCTR) conducts proteomic research to address critical issues related to the safety of drugs, nanomaterials, and dietary supplements These include the development of protein biomarkers for early detection of toxicity and disease and research for the understanding of mechanisms of toxicity and disease. The Proteomics center also collaborates with other NCTR Divisions and FDA centers to address issues related to food safety and personalized nutrition and medicine using proteomics technologies. The Center for Proteomics has ongoing projects to identify potential biomarkers and understand toxicity mechanisms of toxicants from dietary supplements, identify protein factors responsible to the gastrointestinal colonization of bacteria, and detect protein changes associated with bacterial resistance to antimicrobial agents. These projects are to address issues related to food safety and drug/food related toxicity and disease such as kidney cancer and gastroenteritis. Proteomics technologies, including two-dimensional liquid chromatography separation coupled with mass spectrometry, will be used to identify differentially expressed proteins from mammalian cells, tissues and bacteria. Project Scope The Contractor shall provide technical expertise to assist the FDA's NCTR Center for Proteomics researchers in conducting quantitative proteomics research for the identification of potential biomarkers and understanding mechanisms of organ toxicity induced by toxicants from dietary supplements. In addition, the contractor shall provide technical expertise to assist Center for Proteomics researchers in the identification of differentially expression proteins for the understanding of mechanisms of bacterial colonization and resistance to antibiotics. Performance shall be largely at NCTR, Jefferson, AR. The period of performance is a base period of one year with the option to award one option year of period of performance for a not to exceed a two year period of performance. Funding for this project is contingent upon the availability of fiscal year 2011 and 2012 funds. Potential contractors must indicate business size, proof of any set-aside certification and company's DUNS number and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statement must provide enough information to determine if company can meet requirements stated above by including technical specifications, descriptive literature, brochures and other information that demonstrates the capabilities of the contractor to meet the requirements. Provide two contact names, email and phone numbers for user of the proposed system that may be contacted by the Government. Identify availability under GSA contract if applicable. Responses are due in person, by postal mail or by email to the point of contact listed below on or before August 1, 2011 by 1:00 P.M. CDT at the Food and Drug Administration, OC/OA/OAGS, Attn: Marcia Park, 3900 NCTR Road, HFT-322, Jefferson, AR, 72079-9502. Reference 1089091. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.
