Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Hexagon Metrology, of Telford, England, for an upgrade package for NIST's existing NPL-Tesa AGI300 Gauge Block Interferometer under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The NPL-Tesa AGI300 was originally marketed as an NPL (NMI of England) design to the public through Tesa Metrology LTD, however Tesa is now owned by Hexagon Metrology Ltd (HML) of Telford, England. HML continues to sell, support, and service the NPL-Tesa AGI300 and its current upgraded version, the GBI300. NIST's current interferometric instrumentation is out-of-date with regards to technology and microprocessor/software. The NPL-Tesa Automated Gauge Block Interferometer (AGI300) NIST currently owns was originally procured in 1992. This device functions on an unsupported HP microprocessor running with an inflexible software and MS DOS operating system using an outdated interferometer principle. The required HML AGI300 to GBI300 conversion upgrade package replaces the original interferometer optics with phase stepping optics, replaces the microprocessor with a Pentium processor running Microsoft Windows XP, and provides new interferometer operation/analysis software package called "FLaP." As a part of this upgrade, HML will ship the upgrade equipment then provide installation and training on-site. Hexagon Metrology is the only authorized source of proprietary parts, software, and technical support for the upgrade of this instrument. Resources to meet these stated requirements can only be obtained by working with the original manufacturer of the equipment, as they do not license or provide access to other companies. Hexagon Metrology is the manufacturer and sole licensee of the NPL design and software. Hexagon Metrology is the only contractor for the required upgrade of NIST's NPL-Tesa AGI300 gauge block interferometer, and no other suppliers can satisfy NIST's requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (Eastern) on August 1, 2011. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
