Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53.(iii) This solicitation is a total small business set-aside, NAICS 485510, Charter Bus Service, with a small business size standard of $7Million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service is seeking a qualified contractor to provide for the rental and set-up of the following: The scope of this work includes all labor, equipment, materials, fuel and overhead to transport approximately 6,500 visitors at the peak (4-hours) and a total of 10,000 visitors daily, as well as approximately 700 family members and VIP guests, daily between the Public Parking Lot, Families and VIP Parking Lot and the various events. The vendor will provide twenty (20) 40-passenger buses designated to transport the public and three (3) 40-passenger buses to transport family members and VIPs. The vendor will develop and submit as the technical proposal a transportation plan demonstrating the use of the buses to be employed, time frame visitors shall be transported in with no more than a 15-minute wait for a bus, communications equipment and protocol, handicapped accommodation, on-site management personnel and condition/maintenance of equipment. Additionally, the vendor's transportation plan shall demonstrate how on site management and communications will ensure the smooth, timely and safe transportation for visitors, family members and VIPs to and from events each day during the period of September 9-12. Task #1: Transportation Planning Meeting and Plan FinalizationMeet with Contracting Officer's Representative to finalize transportation plan details including, vehicle coordination, trip times, event times/duration, pickup/drop-off points, communication during event, contingencies for emergencies/breakdowns, safety and driver decorum. Vendor shall submit a final plan one (1) week after contract award. Task #2: Event TransportationProvide twenty (20) fully operational 40-passenger buses with drivers to transport 6,500 visitors, as well as three (3) fully operational 40-passenger buses with drivers to transport 700 family members and VIP guests at event peak (over a four-hour period) and an estimated 10,000 visitors daily total, with bus passengers experiencing wait times to board a bus of no more than 15-minutes. Drivers should be fully briefed on event schedule, pickup/drop-off points, communication requirements, emergency and breakdown contingencies, safety and decorum, prior to the event.Task #3: Evaluation Criteria TransportationThis transportation solicitation will be based on "low price technically acceptable". The Government will evaluate offers based upon: 1) price; and 2) technical capabilities. The vendor will develop and submit as the technical proposal a transportation plan demonstrating the use of the buses to be employed, time frame visitors shall be transported in with no more than a 15-minute wait for a bus, communications equipment and protocol, handicapped accommodation, on-site management personnel and condition/maintenance of equipment. Additionally, the vendor's transportation plan shall demonstrate how on site management and communications will ensure the smooth, timely and safe transportation for visitors, family members and VIPs to and from events each day during the period of September 9-12. Task #4: Transportation Management During Event"Provide on-site management of transportation, communication and coordination with Contracting Officer's Representative. The vendor's on-site manager will ensure the maximum transportation effectiveness and efficiency by directing, maintaining or releasing resources as the need requires.
