Must be PeopleSmart Subject: Combined synopsis/solicitation is for: 0001 Crucial Conversation Participant Kits 61 EA 0002 Crucial Confrontation Participant Kits 95 EA 0003 Influencer Participant Kits 120 EA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis-solicitation is issued as request for quotation (RFQ) as solicitation number F2DCCK1111AG01. It is issued on 13 July 2011 from the contracting office at OO-ALC/PKOA. 6038 Aspen Ave Bldg 1289 NE Hill AFB, UT 84056-5805 This solicitation closes on 18 June 2011. All quotes must be received by 5:00 pm Mountain Time on closing date 18 June 2011. Quotes must be submitted electronically to the Contract Specialist Mr. Marc Purser at email address: marc.purser@hill.af.mil. Set Aside Status: This contract action is a 100% Small Business Set Aside associated with NAICS code 5416618 which has a business size standard of $7.0 m or less. Line Items: 0001 Crucial Conversation Participant Kits 61 EA 0002 Crucial Confrontation Participant Kits 95 EA 0003 Influencer Participant Kits 120 EA Description of requirements: The Crucial Conversations Toolkit contains everything a participant needs for the training and follow up learning activities. It includes a workbook, a 6 CD audio course, a copy of the NY Times bestselling book: Crucial Conversations, review cards, and access to online follow up tools. The Crucial Confrontations Toolkit contains everything a participant needs for the training and follow up learning activities. It includes a workbook, a 6 CD audio course, a copy of the NY Times bestselling book: Crucial Confrontations, review cards, and access to online follow up tools. The Influencer Toolkit contains everything a participant needs for the training and follow up learning activities. It includes a workbook, a personal application book, a 6 CD audio course, a copy of the NY Times bestselling book: Influencer, review cards, and access to online follow up tools. Delivery and Acceptance: Acceptance will not take place until after installation to include a thorough test run and training of Hill AFB employees by the contractor. Installation, training and acceptance must be accomplished prior to (NTE) 120 days after reciept of contract award. Instructions to Offerors: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers quotes must confrom and contain all required information. All offeres must address each element listed in the Description of requirements, also to include delivery, installation and training but describing if their product does not meet, meets, or exceeds the requirement. Failure to address all elements may result in the government determining the quote technically unacceptable for award. Clearly indicate any deviations from the specifications. The Air Force is proposing a firm fixed price contract. All quotes deviating from this proposal must be clearly marked. Evaluation of Quotes: The following procedure will be used instead of proceedures described in provision 52.212-2. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The government will use a Best Value determiniation to determine the successful offeror IAW FAR 13.106-1(a)(2). (b) Factors for award include price, machine characteristics, and machine performance. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Representations and Certifications: Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
