Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes, determining whether to set-aside the requirement for small businesses and determining if commercial sources are available. Naval Facilities Engineering Command Mid-Atlantic is seeking Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Businesses, certified 8(a) Small Disadvantaged Businesses, Women Owned Small Businesses and/or Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, site improvements and leasing for eight (8) double wide trailers and incidental related work at Marine Corps Base Camp Lejeune. The work will include site preparation/development and utility installation for the entire project area. The work will also include lease of eight (8) trailers including all associated delivery, setup, skirting and decking. The proposed contractor will provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with industry standards. Procurement Method: Streamlined Procedures for Evaluation/Solicitation for Commercial Items. The North American Industry Classification System (NAICS) Code for this procurement is 531120 and the annual size standard is $7,000,000. The contract term will be a base period one (1) year site preparation and lease plus four (4) option years. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Businesses, certified 8(a) Small Disadvantaged Businesses, Women Owned Small Businesses and other Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether an 8(a), HUBZone Small Business, Service Disabled Veteran Owned Small Business Set-aside, or Women Owned Small Business is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Any and all qualified firms are encouraged to respond. As a part of the notification, interested parties should verify that they are able to meet all of the technical requirements outlined in this notice. Interested parties are also required to submit their DUNS number, CAGE code, and business classification e.g. large business, small business, 8(a) business, HUBZONE business, WOSB, SDVOSB, etc. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than close of business 21 July 2011.
