- NASA/ARC intends to extend contract NNA05AC42C with Integrated Science Solutions,Inc. on a sole source basis pursuant to 10 U.S.C. 2304(c)(1), Only One ResponsibleSource. The performance period will be extended for a potential three month period,consisting of three one-month options. The principle purpose of this contract is to provide environmental support to NASA AmesResearch Center. The current contract provides the following mission critical supportservices: Environmental Compliance, Pollution Prevention and Sustainability, Wildlifeand Habitat Conservation and NEPA Compliance, Site Investigation and Restoration, andEnvironmental Management Systems. The purpose of this contract extension is to assurecontinuing compliance with numerous Federal, Sate and Local environmental laws,regulations, and policies in carrying out NASA/ARC's mission critical programs, projectsand activities.This extension will begin August 4, 2011 and end on November 3, 2011 if all three onemonth options are exercised. The extension is in the Government's best interest toprovide ongoing environmental services until a new contract is awarded.The currentcontractor, Integrated Science Solutions Inc. is considered the only contractor that canmeet ARC's needs given the short period of performance for this extension. Additionally,competing the requirement for a period of up to a three month term would not be possiblegiven the end date of the current contract and the requirement for uninterrupted service. Awarding the potential three month contract to another contractor at the same time therecompete is in process would result in substantial duplication of cost to the Governmentthat is not expected to be recovered through competition of the extension as well asunacceptable delays in fulfilling ARC's critical requirements.The proposed contract action is for supplies or services for which the Government intendsto solicit and negotiate with only one source under the authority of FAR 6.302. Thepurpose of this action is to bridge the performance period between the end of the currentcontract and the anticipated award of the follow-on requirement. Information regardingthe recompetition of the Safety, Environmental and Medical Support Services (SEMSS) canbe found at the following website: http://ec.msfc.nasa.gov/doing_business/index.php?apt&rid=196 The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. PDT on July25, 2011. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
