- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a limited sources award under a Federal Supply Schedule for Software Maintenance Support Services for 3M Company's Coding and Compliance Editor (CCE) Suite of COTS Software Products currently utilized by the MHS. Services include annual software maintenance support to include providing appropriate updates to the products on a release schedule that coordinates with the overall release and upgrade plan of the COTS product. The Contractor shall provide responsive maintenance correction to problems arising from the use of the application in the Military Health System (MHS) setting. The Period of Performance for this effort will be one (1) twelve (12) month base period of performance and four (4) twelve (12) month option periods. These 12 month periods of performance coincide with normal annual maintenance support services for COTS products. Currently, 3M Health Information Systems supports the MHS Patient Accounting System - Coding and Compliance through its 3M CCE Suite of Software Products to include: 3M Codefinder Software (CODEF) 3M HCPCS/CPTfinder Software (CPTF) 3M DRGfinder Software (DRGF) 3M Reimbursement Calculation Software (RCS) 3M Clinical Analyzer Software (CAS) 3M Care Management System (CMS Plus) 3M Coding Reference Software (CODREF) 3M Health Record Management Plus Software (HRM Plus) 3M Audit Expert Inpatient Software (HRM Audit Expert) 3M TRICARE Grouper Software 3M APCfinder Software (APCF) 3M Ambulatory Patient Grouping Software 3M Physician Coding and Reimbursement Software 3M HL7 ADT Automated Interface 3M HL7 Billing Batch Interface 3M HL7 Billing Automated Interface 3M Audit Expert Outpatient Software (incl: MN/CCI UB92) 3M Audit Expert Outpatient Software (incl: MN/CCI HCFA 1500) 3M APR-DRG Software (S-APR-DRG) 3M Coding Reference Plus Software 3M HDM Plus Custom Service Option 3M is the only Contractor that can provide proprietary software maintenance support services for these CCE software products, due to the fact the CCE Suite of Products are proprietary to 3M and that there are no companies authorized to resell, distribute, or provide maintenance support for the complete CCE software suite. Any firm that believes it can provide the stated capability as outlined in the below Limited Sources Justification are invited to submit written justification to the assigned Contract Specialist NLT 2 August 2011 at 3PM ET. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information should be sent electronically to Charles Bartlett, Contract Specialist, at charles.bartlett@amedd.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no reponses are received, USAMRAA will proceed with the limited sources Contract. Limited Sources Justification: Approval is being requested by the TRICARE Management Activity, DHSS Program Office for a new Coding and Compliance Editor Software Maintenance Support Contract featuring 3M Health Information Systems, Inc. (3M) Patient Accounting System Coding and Compliance Editor Suite of Products. 3M Company is the only source capable of performing this requirement. The services that are to be provided are software maintenance services for 3M Patient Accounting System Coding and Compliance Editor Suite of Products suite of products listed below which comprises the application within the Department of Defense called the Patient Accounting System - Coding and Compliance Editor (PAS-CCE). PAS-CCE is a medical coding application which enhances the capabilities of coders to accurately record what occurred during the patient's medical encounter based upon the documentation in the patient's medical record. The PAS-CCE application enhances clinical data quality, improve documentation, increase coding compliance and potentially improve revenue generation of third party billing. The suite is comprised of the above stated products. Reason for Authority Cited: From FAR 8.405-6(a)(2) Market Research indicates other companies' products lack the particular features, do not meet, or cannot be modified to meet, the agency's needs. This action requires the use of the authority cited because the proposed contractor, 3M, is the only contractor that can provide its proprietary software maintenance services for the CCE Suite of Products. 3M has not licensed the resale right to maintain its CCE Suite of Software Products to any other contractors. Under the terms of its standard commercial license, 3M has retained the data rights to the source code associated with the CCE suite of software products. Access to the source code is necessary to accomplish the maintenance services covered by the contract; therefore, no other vendor could legally maintain this software suite of products. The 3M CCE products were selected by the government as the software tool that comprises the application within the Department of Defense called the Patient Accounting System - Coding and Compliance Editor (PAS-CCE). PAS-CCE is a medical coding application which enhances the capabilities of coders to accurately record what occurred during the patient's medical encounter based upon the documentation in the patient's medical record. The PAS-CCE application enhances clinical data quality, improve documentation, increase coding compliance and potentially improve revenue generation of third party billing. The 3M suite of products utilizing an enterprise license approach is deployed to 102 Military Treatment Facilities (MTF) worldwide.
