- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with C. R. Bard Inc., 55 Technology Drive Suite 2, Lowell, MA 01851, as the only responsible source that can provide a physiological cardiac electrophysiology monitoring system at NMC Portsmouth. This is the only system that can provide a T-wave subtraction algorithm and an 80 uni-polar channel amplifier with the system. Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. NMC Portsmouth has a requirement for a physiological cardiac electrophysiology monitoring system. This system shall be able to receive surface and intracardiac electrical signals and display on the monitor, which is valuable during diagnostic and ablation studies in cardiology. The system shall have a T-wave subtraction algorithm. The system shall include at least an 80 uni-polar channel amplifier, CPU, two 40 channel junction box cables, 24-inch monitor, printer cable, black and white laser printer, ECG cable (at least 18 feet), Stim cable (at least 18 feet), Ethernet cable (at least 50 feet), RS 232 cable (at least 50 feet), modem cable (at least 50 feet), barrel connectors, 2 blood pressure transducer kit, isolation transformer, 4 DVD Patient storage media, RF filter cable, ECG lead wires, power cord (115V), shorting plug for ECG cable, two blood pressure cables, video splitter kit, SVGA Cable (at least 50 feet), amplifier extension cable, Ensite NavX cable A & cable B, interconnect port to connect monitoring system to Ensite NavX, junction box support bracket, bedrail bracket, and cardiac simulator. The electrical requirements for this system are 110 VAC and 60 Hz. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 334510 with a small business size standard of 500. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Derek Bell at derek.bell@med.navy.mil. Statements are due not later than 4:00 PM. EST on 3 August 2011.
