- THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for determinations required by various Federal Acquisition Regulations. If a solicitation is released, it will be synopsized and posted at www.fbo.gov. The determination for this acquisition lies solely with the government based on this market research and the information available to the government from other sources. National Park Service, Pacific West Region, Sequoia National Park is conducting this market research to ascertain if there are small businesses which have the capability to provide GPS collars with the specifications below: COLLAR SPECIFICATIONS GPS Collar Requirements by Sex: Female bighorn sheep:Deployment life: 24 monthsRemote Radio Download: RequiredFix rate: 1 fix / hour Number of possible locations/fixes: 15,000Maximum Weight: 650 gramsSizing: average circumference of 36 cm with + / - 5 cm fit. Batteries: Require a operational life of 26 months Male bighorn sheep:Deployment life: 29 monthsRemote Radio Download: RequiredFix rate: 1 fix / hour Number of possible locations/fixes: 21,000Maximum Weight: 890 gramsSizing: average circumference of 46 cm with + / - 5 cm fit. Batteries: Require a operational life of 31 monthsNumber needed: 20 collars In addition, all collars must include the following general specifications:VHF beacon has battery life that exceeds deployment life of GPS by two months; frequency 159.000 - 160.999 MHz.Remote drop-off mechanism may be remotely triggered; must be compatible with deployment life of GPS.Collar width may not exceed 2 inches, the interior and the edges of the collar must be smooth, and the edges of the collar must not contain any sharp edges that could chaff or cut into the neck of a bighorn sheep when correctly installed.Collars must be constructed of reinforced belting that will not stretch or deteriorate due to solar radiation, precipitation, temperature, or other natural environmental conditions during deployment. Installed collars must be secured by two or more safety nuts or mechanism with equivalent or better security. Electronics and all other collar components must be able to function to -25 degrees to +50 degrees Celsius.Electronic components must be shock resistant and water-proof.Data must be stored in non-volatile memory.
