- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Facilities Engineering Command, Pacific (NAVFAC PAC) intends to award a sole source contract under the authority of 10 U.S.C. 2913, to Maui Electric Company (MECO), which allows the Navy to enter into agreements with gas or electric utility companies to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utility companies) to address the requirement and circumstances of the installation. This notice is issued in accordance with FAR 5.202 (a)(5); therefore, FAR 5.203 does not apply. This opportunity is available only to the utility contractors servicing MHPCC, Maui under a Utilities Energy Service Contract (UESC) that may include, but is not limited to the installations, facilities alterations, replacements, renovations, repairs, operation and maintenance, to include Measurement and Verification (M&V) of savings for the MHPCC, Maui, by MECO. Project Description: The proposed UESC is for the procurement of energy conservation/renewable energy projects for the MHPCC. Specifically MECO would develop energy conservation/renewable improvement measures and install equipment/infrastructure, and envelopes for the supporting Air Force Research Laboratory Center buildings that comprise the MHPCC. Energy conservation measures to be considered would be for building envelope improvements, HVAC improvements to include heat recovery, computer system upgrades, and lighting improvements. Renewable energy projects to be considered for this initiative should include considerations for PV to produce energy for MHPCC buildings. Sites to be considered for PV energy production can include roof tops for above mentioned buildings, solar carports for surrounding parking areas, and available sites for ground mounted arrays. Chemical, mechanical and thermal storage will be considered if applicable. Measurement and Verification will be required for the project, and will include energy use/production (building and or system) data pre and post installation. Other interested servicing utilities to MHPCC, Maui may identify its interest and ability to meet the requirements stated herein, may submit its corporate capabilities for consideration. The submission must include your NAICS code and Cage Code. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
