Description
This is a sources sought announcement only. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. No formal solicitation document exists at this time. No contract will be awarded from this announcement. Your response to this sources sought will be treated as information only, and any requests for a solicitation will not receive a response. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of firms who can support this commercial requirement as a prime contractor. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this sources sought or Government use of such information. Any information submitted by respondents to this notice is strictly voluntary. The Government reserves the right to reject, in whole or part, any contractor input resulting from this sources sought. The information resulting from this sources sought may be included in one or more RFP's, which may be released via the fbo.gov portal. The Department of Army Intelligence and Security Command (INSCOM) is currently seeking firms capable of providing administrative, management and technical support to INSCOM G3 training and readiness, including Foundry program training and Cryptologic language training management, requirements. The Foundry program is designed to enhance military intelligence (MI) operational readiness across all intelligence disciplines in both active and reserve components. The program enables multi-disciplined intelligence reach-forward opportunities to maintain target knowledge and continuity from home station before and after deployment. Foundry provides specific dialect training for MI linguists. Foundry leverages Joint and National intelligence training opportunities to meet the ARFORGEN deployment demands. The Army continues to build Foundry training platforms at major installations to facilitate database access, virtual training programs, and live environment training. These training platforms facilitate the replication of multi-disciplined intelligence training environments and maintenance of advanced systems. Training may be conducted in a classroom environment at or near Fort Belvoir, at home station via Mobile Training Team, or at home station within or near a Foundry Platform. INSCOM is conducting market research to determine the availability of firms to provide instruction, instructional assistance, live-environment operations mentoring and sustainment, and administrative/management support for intelligence training and readiness to the INSCOM G3, the extended INSCOM enterprise, and to Army units worldwide and to support the transition of training and familiarization of all associated applications and functions to include transition of training support to or from institutional training systems. The previous requirement was fulfilled through a full and open competition. The government anticipates award of an indefinite quantity/indefinite delivery contract. The contractor must have recent and relevant prior experience working with the government. The contractor will: Manage the program, develop, deliver and maintain training materials, to include full training support packages (TSP), develop tactics and techniques/procedures (TTPs), and doctrine. Provide instruction, instructional assistance and support for intelligence analysts in the INSCOM, G3, Foundry, and associated nodes throughout the Army area of operations. Support the transition of training and familiarization of all associated applications and functions to include transition of training support to or from institutional training systems. Coordinate instruction, materials, and assistance for the delivery of training to support INSCOM's mission. Support the Intelligence Regional Operations Capability (IROC) mission. Support Cryptologic language training capabilities. Stand up any new initiatives as they may occur. Support the following systems and software: interrogation, analytical, Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Measurement and Signatures Intelligence (MASINT), Counter Intelligence and Human Intelligence (CI/HUMINT), Geospatial Intelligence (GEOINT), and the STARLIGHT analyst software application. Rapidly staff, assign, or reassign subject matter experts in support of surge or emerging situations. The NAICS code for this requirement is 611430, Professional & Management Development Training. Firms responding to this Sources Sought Notice are requested to provide INSCOM with Capability Statements, to include: Name and address of company Point of contact name and phone number Small business size status Commercial and Government Entity (CAGE) Code Demonstrate a capability to provide: a classified (Secret) facility within a 20-mile radius of Fort Belvoir with at least two Unclassified and one Secret-level fully-equipped classrooms that will accommodate a minimum of 20 students each; capability to host classified training sessions on a regular basis; and easy accessibility to public transportation. Capabilities statement demonstrating the firm's ability not only to perform services described above, but also to manage, plan, staff, budget, schedule, and provide quality control throughout the contract period of performance Demonstrate firm's experience in providing services identified above Demonstrate ability to attract and retain multi-disciplined, technically qualified, and appropriately cleared and certified operators, trainers, and subject matter experts. Demonstrate current capability to provide training expertise in the magnitude to meet INSCOM's mission, in support of the following systems and software: interrogation, analytical, Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Measurement and Signatures Intelligence (MASINT), Counter- Intelligence and Human Intelligence (CI/HUMINT); Geospatial Intelligence (GEOINT), and the STARLIGHT analytical application. Provide demonstration of capability to rapidly staff subject matter experts to respond to quickly emerging training requirements with immediate support in Iraq, Afghanistan, Korea and other worldwide locations and across the Continental United States. Firm should provide three examples of relevant past performance, which is defined as experience directly related to supporting and managing Foundry-related or like requirements occurring within the past three years. Data should include applicable contract number, agency name, magnitude of the contracts, and any teaming/subcontract arrangements. Mail and telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Acknowledgement of receipt will not be made. All questions and Capabilities Statements are to be submitted as an electronic response, in Microsoft Office formats and/or Portable Document Format (PDF) to this Sources Sought Notice by 3:00P.M ET on 27 July 2011.
