Description
SOW & SSJ for refurbished matrix equipment. This is a Notice of Intent to award a sole source purchase order in order to refurbish one (1) each, remote controlled antenna matrix system per the attached Statement of Work. The make & model number of the refurbished equipment is for a Delta Technologies Model No. RLS-4M (10x10) SN 259 with Remote Control Model No. MCU-8C. The antenna matrix is required to switch high power transmitters and receivers between multiple antennas allowing FEMA to meet mission requirements utilizing the high frequency communication band. The switch provides interlock protection which protects the transmitter from attempting to transmit data when not connected to an antenna or while between antennas which could cause damage to the transmitter power amplifier. The SLS-4M offers the unique capability to allow control of the matrix utilizing RS-232/RS-422 communications protocols over fiber. This capability allows the communications operator to select various antennas remotely. Delivery of the refurbished equipment will be made to Mt. Weather, VA 20135-2006. The acquisition of this refurbished matrix will allow FEMA to update its communication systems and meet NCS 3-10 requirements. The above named vendor is the only known manufacturer of the type of antenna matrix required by the Government. This Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to provide these services via e-mail to Dan Carroll, no later than 1:00 PM, EST, Wednesday, August 3, 2011. E-mail address: daniel.carroll1@dhs.gov. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This is a small business set-aside requirement. The anticipated date of award for this purchase order is on/about August 17, 2011.
