- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole-source contract in the amount of $642,364.00 for a base plus 2 option years to the National Patient Safety Foundation (NPSF) for the purchase of memberships to participate in the NPSF's Stand-Up Patient Safety Program through a Charter System Membership. The Stand-Up Patient Safety Program allows leading healthcare corporations to meet in forums and conferences to discuss important patient safety topics and issues within healthcare. Through a charter membership with NPSF (which will provide full DoD representation--202 MTFs and the DoD Patient Safety Program) there will be a venue of forums, meetings, conferences and other opportunities in which DoD may participate and collaborate with other panel members to discuss patient safety issues. There is no other source that provides this type of consolidated and coordinated effort within the field of patient safety. The government does not intend to post a solicitation for this requirement nor is this a request for a solicitation or competitive proposals. However, if a company believes it could meet or exceed all the needs of Tricare Management Activity's Patient Safety Division for this requirement, it may submit documentation as such (i.e. a proposal, quote or capabilities statement) and any reasonable offer shall be considered by this agency. All responses to this notice must clearly indicate to the Government that pursuing competition in future procurements would be advantageous. If qualified sources are not presented to the Government by a response to this notice, then a contract shall be awarded in accordance with Other than Full and Open Competition procedures, pursuant to PL 104-106 sec 4202 (Clinger-Cohen Act of 1996); only one source reasonably available, as implemented by FAR 13.501(a) Test Program for Certain Commercial Items. No telephone inquiries will be accepted. The Government reserves the right not to compete this requirement. Any qualified offerors must respond in writing no later than Monday 1 August 2011 by 1:30 PM Eastern Standard Time to USAMRAA, Attn: Lisa Walters, Lisa.D.Walters@amedd.army.mil. Any responses received after this date and time will not be considered. Any response documentation received shall become the property of the government.
