This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 15.2, as supplemented with additional information in this notice and file attachments. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, effective 7/5/2011. The RFP number is 11-233-SOL-00317. The North American Classification System (NAICS) code for this procurement is 611710. The U.S. Department of Health and Human Services (HHS), Program Support Center, Division of Acquisition Management is issuing a Request for Proposal (RFP) on on behalf of the Office of Child Care (OCC) within the Administration for Children and Families (ACF) of HHS for the National Center on Child Care Quality Improvement. The National Center on Child Care Quality Improvement Systems will deliver expert consultation, technical assistance (TA), and informational products to State and Territory Child Care and Development Fund (CCDF) grantees supporting innovation and replication of best practices regarding continuous quality improvement in child care. The Center will help grantees strengthen health and safety and licensing systems, which are the foundation of quality and support efforts to build quality improvement systems, with a special focus on Quality Rating and Improvement Systems. The Center will support the Administration for Children and Families goals, as well as State and Territory goals for continuous quality improvement system activities, as stated in their FY 2012-2013 CCDF plan preprint, which serves as their application for FY 2012 CCDF funds and as a blueprint for activities and goals across the FY 2012-2013 biennium. This acquisition is for support services from experts in the field of Quality Improvement systems initiatives. It is intended that these experts will provide technical assistance and informational products to CCDF Lead Agencies in collaborative cross-system work with early care and education and school-age partners, including supporting Quality Rating and Improvement Systems that will help Early Head Start, Head Start and preschool, and school-age programs meet their goals of improving the quality of care for all children in all settings. All offerors must be registered in the Central Contractor Registry (CCR) database. Please note that the deadline for questions is July 26, 2011 at 1:00 PM Eastern Time. All questions must be submitted in writing so that the Government can answer the questions. All responses will be posted on the Federal Business Opportunities website. Questions must reference the RFP number and be sent to my attention via electronic mail as noted in the solicitation. Proposals (original, copy and CD stated in Section L) shall be submitted to the Government no later than August 8, 2011 by 1:00 p.m. Eastern Time (reference block 9 of the Standard Form 33) and shall reference the RFP number. Evaluation of proposals will be conducted in accordance with the criteria identified under Section M. This RFP does not commit the Government to pay any costs for the preparation and submission of your proposal. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed requirement. Because of the increased security at Federal buildings, please allow extra time for your proposal to be delivered to the Contracting Office. Failure to use the specified address could result in your proposal being delivered late. If you choose to hand deliver your proposal, it must be taken to the loading dock in the rear of the Parklawn Building. The loading dock entrance is off of Parklawn Drive. Security should contact the Contracting Office front desk at 301-443-2475 for acceptance of proposals.
