- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is FA8601-11-T-0169 issued as a Request for Quotations (RFQ) and is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). The associated North American Industry Classification System (NAICS) code is 332311. Size standard is 500 employees. CLIN 0001 - MINIMUM REQUIREMENTS: Working Dimensions: 16' wide x 12' high x 22' deep Outside Dimensions: 16'6" wide x 15' high x 22'6" deep Construction: 18 gauge, galvanized sheet metal panels. The panels use interlocking flanges for a sturdy, airtight joint. Panels are joined with 1/4" self drilling TEK screws for easy assembly. The panels are sealed with acrylic latex caulking. A 14 gauge angle is used to anchor the booth to the floor. Fully enclosed sanding booth: Product Doors: One (1) set of 10' wide x 10' high product doors. Doors are constructed from 18 gauge steel, double walled with tube frames for durability. Door frames are constructed of 1/4" steel angle and are equipped with heavy duty hinges. Durable rubber gasket and cam locking mechanism ensure an airtight seal. Access Doors: Two (2) access doors, 3' wide x 7' high includes 14"x18" observation window with clear tempered glass. Door is constructed of 18 gauge steel with tube frame for durability. Door frame is made of 12 gauge steel angle and is equipped with heavy duty hinges. Durable rubber gasket and brixon latches ensure an airtight seal and provide explosion venting to comply with national fire codes. Light Fixtures: Twelve (12) 4-tube (total of 48 light tubes), 120 VOLT 4' light fixtures with energy efficient, electronic T8 ballasts. Two of the twelve light fixtures will be rated as Class 1 Division 2 for placement in a Class 1 Division 2 area (within 3' of any door opening) as required by national codes. All light fixtures are ETL listed. Light tubes included. Intake Plenum: Clean air is introduced into the booth through a ceiling-type intake plenum located at the top of the booth enclosure. The intake plenum is equipped with exclusive disperser basket, which ensures even airflow into the booth cabin at all times. It is designed with a quantity of twelve (12) 36"x54" Laminar III diffusion intake filters. These intake filters provide over 99% efficiency at 10 microns. Intake filters are designed to last approximately 1,500 hours and are easily accessed from hinged, drop-down intake filter racks. Exhaust Fan: One (1) 34", 6-blade exhaust fan provides a total of 14,000 CFM @ ½" s.p. Fan is tube axial, belt driven, with non-sparking polypropylene blades. A streamlined belt tunnel isolates the motor, drives and bearings from the air stream. One (1) Dayton 3HP O.T.D.P. 230 VAC 3 phase motor is used to drive the exhaust fan. Motor is an energy efficient industrial motor that meets or exceeds EPACT energy standards. Exhaust Plenum & Duct: The Double Row Downflo is designed with a 6' wide, double row exhaust pit with two (2) rows of rugged steel grating with a single row of steel diamond plate in the center. The pit construction will be custom designed to be able to handle an 8,000 lb. load. Two (2) rows of 20" fiberglass exhaust arrestor media are provided. This booth will be 100% Recirculation (no duct required) HEPA Filter bank included in the exhaust chamber. Included Accessories: All necessary door gasket, caulking and assembly hardware are provided. Also provided are one (1) manometer, three (3) door limit switches and one (1) air valve as required by national codes, a work station with gun rack and folding shelf, and raised floor with ramp. Manual Control Panel: Included Accessories: * System on/off switch * Eaton Cutler Hammer motor protection and control devices * Lighting on/off switch * Terminal strip for easy field wiring of all factory supplied component Installation: Mechanical and Electrical installation for the above mentioned equipment. Conduit and electrical wiring needed to run from the shops electrical panel to the booth will be provided. Start-Up and Training will also need to be included. Quotations shall be accompanied by a completed FAR 52.212-3, Representations and Certifications (May 2004), and adhere to FAR 52.212-1, Instructions to Offerors - Commercial (Jan 2004). Contract financing is NOT provided for this acquisition. The Government intends to award one firm fixed price (FFP) purchase order resulting from this solicitation to the responsible offeror(s) whose quote is the lowest price technically acceptable. The Government intends to award without discussions and the Government reserves the right not to make an award at all. By submitting a quote, the offeror acknowledges the requirement that a potential awardee must be registered in the Central Contractor Registration (CCR) prior to award. Quotations may be in any format but must include requirements found in Instructions to Offerors (FAR 52.212-1), including: proposing company's name, address and phone; point of contact's name, phone, and email; quotation date; quotation number; total price; identify any discounts; how long the quote is valid (minimum of 30 days); lead time after receipt of order; and warranty information. Quoted price shall be FOB destination. Delivery location is Wright-Patterson Air Force Base, Ohio. Quotations MUST contain a complete description of item offered to clearly show item meets or exceeds all requirements listed in the Minimum Specifications. Quotation shall provide a point-by-point comparison to each item listed in the minimum specifications. A general overview, general comparison, or statement such as "able to provide the requirements" or "meets or exceeds minimum requirements" is unacceptable and will not be evaluated for potential acceptance. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
