- Special Notice: Buoy Data Acquisition System (DAS) The U.S. Department of Commerce, NOAA/Great Lakes Environmental Research Laboratory located in Ann Arbor, Michigan intends to negotiate a sole source basis for a firm-fix-price purchase, in accordance with FAR 6.302-1 with Fondriest Environmental, Inc. for the purchase of Buoy Data Acquisition System 1.SDL500 Submersible Data Logger with Cellular Modem Telemetry (2 each 2.High gain Cellular Antenna for SDL500 Data Logger (2 each) 3.Power Harness for Connecting (3) SP5 Solar Power Packs to SDL500 Data logger (2 each) 4.Solar Power Pack, 5-Watt. Inc Solar Panel, Regulator, 8.5 A-Hour Battery & Watertight Enclosure (6 each) Shipping to be FOB Destination Specifications: The DAS will be installed in the buoy shown below. All data must be accessible from an IP addressable cellular data modem. The DAS and the modem must fit inside of the buoy tower (26" L x 5.5" dia ID) and must be capable of receiving data from analog and serial sensors. The modem on time to retrieve all data from DAS will not exceed 10 minutes but must be programmable to allow longer on-times. The system must be optionally powered from internal batteries or externally through a 24 A-h, 12 VDC solar/battery system allowing up to 6 month deployment duration. The batteries for the solar/battery system must fit within three recessed areas, 8"L x 6"W x 4"D. Three solar panels must fit within the 28" buoy diameter. This notice of intent is not a request for competitive responses. However, all responses received within three days after date of publication of this notice may be considered by the government. Responses can be sent via email to Eugenia.lashbrook@noaa.gov A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
