Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Regional Office, Gloucester, MA is issuing an intent to negotiate a sole source procurement with New York University School of Medicine, located in New York, NY, to provide analysis of Atlantic Sturgeon samples using mitochondrial DNA and microsatellite DNA analyses. The study builds upon previously conducted mixed stock analysis of Atlantic Sturgeon based on the mtDNA genetics reference collection NYU established for Atlantic Sturgeon, and professional knowledge of appropriate loci for Atlantic Sturgeon microsatellite DNA analysis. This is the only mixed stock analysis for Atlantic Sturgeon that has been conducted to date and shall further expand upon the results gleaned from the initial study. The statutory authority is 41 US 253(c)(3), Industrial mobilization; or engineering, developmental, or research capability; or expert services. The applicable NAICS code is 541620. The planned period of performance shall be from August 5, 2011 through January 31, 2012. This notice of intent is not a request for competitive proposals, however, all proposals received by August 1, 10:00 A.M. EST shall be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the requirement. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract.
