Description
This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine The Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation's Lower Colorado Region (Reclamation) has a requirement to convert the operating system on four Delta Scientific model DSC-501 vehicle barriers at Hoover Dam from a hydraulically operated system to an electro-mechanically operated system. These barriers are a key component of the facility security system providing protection to an American icon that is classified by the Department of Homeland Security as a "National Critical Infrastructure". The vehicle barriers are expected to deploy at a moment's notice in order to restrict traffic on the dam in the event of a security breach or for other emergency situations. This conversion work consists of replacing the existing hydraulic operating system within each barrier unit with an electro-mechanical operating system; making other associated changes to ensure adequate electrical power and controls for each unit; ensuring adequate and safe traffic control on a busy highway route without traffic interruption or safety risk to the general public or the Contractor's and Government workforces by performing work during off-peak hours or at night; and, accomplishing final testing to demonstrate the full functionality after each unit's conversion. Firms believing they can successfully fulfill these requirements should provide supporting evidence to that effect in sufficient detail to demonstrate their abilities. If claiming experience with similar systems, please show and explain the similarity of other systems and of the conversion work to the DSC-501 system and the work required for its conversion. Performance is not anticipated to begin until November 2011. All responsible sources are welcome to submit a capability statement before 3:00 P.M. July 22, 2011. Capability statements should be no longer than 5 pages. Said submittals will be reviewed and considered by Reclamation when planning solicitations for future requirements. Capability statement - showing any recent experience doing this sort of work, either converting the DSC-501 barrier system or a similar self-deploying hydraulic-mechanical pop-up vehicle barrier system. 2. Firms should identify whether or not they are a small business or other than small business in accordance with the size standard for (NAICS) Code 561621. If a more appropriate NAICS code is found, please identify it within the capability statement. 4.
