Description
Notice of intent to issue a sole source modification to Contract No. HHSS283201000003C Contract Title: "2012-2013 National Surveys on Drug Use and Health (NSDUH)" Contractor: RTI International 3040 Cornwallis Road Research Triangle Park, NC 27709-2194 The purpose of this modification is to incorporate a series of optional tasks involving SAMHSA-specific analytic prevention studies, as well as analytic studies supporting the Centers for Disease Control (CDC). The contractor will be required to conduct a number of analytic prevention studies on topics specific to the prevention of substance use and/or mental illness, resulting in the production of a report or journal article that will also include data tables, technical appendices, graphs, and other pictorial displays. Data from the 2011 NSDUH and prior years, as well as data from other sources, shall be used to address a particular topic. The contractor will be required to produce the final reports suitable for Government Printing Office (GPO) publication and web posting. In support of the CDC, the contractor will be required to coordinate various in-depth studies using NSDUH data to examine smoking initiation, smoking cessation and trends among youth and young adults. These studies will vary in complexity and will require analyzing NSDUH data, developing brief reports using NSDUH data on the trend of smoking initiation by month or quarter, and developing national and state-based table shells to evaluate smoking initiation and cessation to measure changes in prevalence post-implementation of the federal tax. Each project will require table generation on a national level, a state level, or both. Specific topics for analysis may include, but are not limited to, evaluation of federal smoking control programs, the effect of federal taxes on smoking rates and smoking initiation, and suicide and suicidal thoughts among college students. The contractor will be required to produce the final reports suitable for GPO publication and web posting. Demonstration of Proposed Contractor's Unique Qualifications: These studies require personnel with expert knowledge in substance abuse and mental illness topics and data collection methods. RTI International is the contractor responsible for the current NSDUH data collection. Their knowledge of the NSDUH data, as well as past work on similar studies utilizing NSDUH data, makes RTI the only firm with the current ability to coordinate and perform these analytical studies in the narrow time frames required. The Government has determined that an award to any other source would likely require a significant learning period and/or organizational investment, resulting in unacceptable delays in fulfilling the agency's requirements. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c)(1))-Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contractor based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
