Description
DRAFT STATEMENT OF WORK This is a SOURCES SOUGHT NOTICE. It is NOT a solicitation for proposals, proposal abstracts, or quotations and in no way obligates the Government to award a contract. The purpose of this notice is to obtain information, for planning purposes, regarding: (1) the availability and capability of potential sources that are capable of accessing detailed electronic data on property ownership for all 50 states, the District of Columbia and Northern Mariana Islands. (Access to property information in U.S. territories and foreign countries is desirable but not mandatory); (2) the ability to provide data elements related to a specific property which should include: Social Security Numbers (SSNs) of owner(s); Names(s) of owner(s); full address of property including description and parcel number; tax assessed value; encumbrances if any i.e. mortgages, liens, etc.); dates of ownership; sale information (date and price); and use of property (i.e. commercial, residential, farm, etc.); (3) the ability to deliver data current, timely data in an electronic format protecting the personal information of Supplemental Security Income (SSI) receipts; (4) provide access/search capability using SSN; and have ability to transfer multiple data records via an automated process; and develop routine management information reports and ad hoc request. Attached is a draft Statement of Work (SOW) for industry to comment on. Your responses to the information requested will assist the Social Security Administration (SSA) in planning the appropriate acquisition strategy. Background: SSA administers the SSI program created by Congress to provide income assistance for the aged, blind, or disabled whose income and resources are below specified levels. Countable resources, including those from real property ownership, must be under $2,000 for an individual and $3,000 for a couple. Currently, there are over 3 million SSI recipients on the rolls and approximate 2 million individuals apply for SSI each year. In addition, SSA conducts approximately 1.5 million periodic redeterminations of SSI eligibility. During both the initial SSI claims determinations and some SSI redeterminations, SSA must obtain verification of real property ownership to determine that resources remain under the specified level(s) Undisclosed real property ownership is one of the causes of SSI improper payments. SSA does not currently have the ability to detect and verify property ownership on the national level. Response Information: In order for SSA to assess a firm's capability, firms must submit a response that provides enough detail to indicate it can provide services that meets the requirements listed above. SSA also requests industry comments on the draft SOW. Vendor submissions of simple marketing materials or brochures, incomplete responses that do not conform to the elements of this request for information, or references to vendor websites will not be considered by SSA. Also, please include the following in your response: Business Information •a. DUNS number •b. Company Name •c. Company Address •d. Current GSA Schedules appropriate to this notice (if applicable). •e. Type of Company (i.e. large business, small business, small disadvantaged business, women owned small business, HUBZone small business, and service disabled veteran owned small business) as validated via the Central Contractor Registration •f. Company Point of Contact, Phone and Email address •g. Indicate if this is a Teaming Arrangement and provide items a thru f for each entity on the proposed team. All responses must be submitted in an electronic format via e-mail to the Contract Specialist at wanda.owens@ssa.gov no later than 3:00 PM ET Wednesday, July 27, 2011. Responses will not be accepted after the due date. Faxed information will not be considered. The file size limitation for e-mail attachments is 5 megabytes. SSA will not return any information submitted in response to this notice. No reimbursement will be made for any costs associated with providing information submitted in reply to this notice. Information submitted in response to this notice will be used in SSA's market research efforts and for procurement planning purposes. This notice is not to be construed as a commitment by SSA. The Government reserves the right to contact, or not contact, any party responding to this notice in order to obtain further information for market research purposes.
