Description
The 319th Contracting Flight at Grand Forks AFB, ND intends to award a single, firm-fixed price contract for project JFSD 200613/B/C Lighting Vault and ALSF Modifications. This is a pre-solicitation notice/synopsis only. Tentative solicitation release date is 1 Aug 2011 with an approximate response date of 31 Aug 2011. The general scope of the requirement is to furnish all plant, labor, materials, equipment, supplies, and supervision necessary to expand the existing lighting vault building, update the existing lighting vault by replacing the existing regulators and the existing generator with new ones. The existing pad mounted transformers will be replaced with new ones and the electrical service to the existing lighting vault will be replaced with a new 480Y/277 volt three-phase four-wire service; all the new regulators will operate with an input voltage of 480 volts. The existing regulators must remain in operation until the new ones are installed. Project also consists of repair of the existing airfield lighting system repair to the existing lighting vault building. Project also consists of upgrading the existing airfield wiring and testing of the existing regulators for Polychlorinated Biphenyl (PCB). The order of magnitude for this effort is estimated to be between $5,000,000 to $10,000,000. The North American Industry Classification System code for this acquisition is 238210 with a size standard of $14M. The solicitation will be issued unrestricted. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. No paper copies or CD-ROMS will be issued. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
