- The U.S. Army, Army Contracting Command, (ACC) Picatinny, Picatinny Arsenal, NJ07806-5000, on behalf of the Quality Engineering Services Division at ARDEC, is contemplating award of Blanket Purchase Agreements (BPAs) by the U.S. Government. Interested sources should be capable of providing maintenance and repair services for environmental lab test equipment located in building 3109 area of ARDEC. The lab equipment is used to provide temperature-humidity and physical conditioning of ARDEC/Army material generally in the range of -100 degrees F to +200 degrees F. The following is a sample of some laboratory equipment that shall be maintained, repaired or purchased under a BPA. Liquid CO2 and CO2 Tank StoragePower Amplifiers with associated cooling, shock and vibration components.Environmental Chambers such as: Temperature/Humidity, Altitude, Pressure, Salt Fog, Shock and others. Electrical equipment (Environmental Chambers, Vibration and Shock Equipment). The types of repairs and purchases anticipated include, but are not limited to:repair refrigerant leaks, recharge systems, replace belts,replace and/or repair failed seals, valves, electrical components, refrigeration components, fluids, controllers, amplifiers, air compressors, pumpsheaters, heat exchangersshock and vibration components Maintenance, repair and purchasing services shall be in compliance with AMCR 385-100, Safety Manual and DA PAM 385-64, Ammunition and Explosive Safety Standards. The contractor shall submit a written site-specific accident prevention plan for implementing OSHA standards, DoD, Army, Federal, state and local safety and health requirements for approval before issuance of a BPA. The contractor shall arrive on site within one (1) business day of receiving telephone notification from the COR or the alternate COR (ACOR), and shall complete the repairs within five (5) consecutive working days. In some instances, the COR may require that service must be initiated within four (4) clock hours from the time of the call; the contractor shall comply with this time request. All Small Business concerns must comply with the limitations as stated in Federal Acquisition Regulation (FAR) Clause 52.219-14. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email only. Submittals and questions should be directed to the following point of contact: U.S. Army Contracting Command, Attn.: Barbara Reed, ACC-PICA-JA, Bldg. 45C, Picatinny Arsenal, NJ 07806-5000, email: margaret.b.reed@us.army.mil. The Government will not be issuing a formal Request for Proposal (RFP), because the instrument contemplated for award is a Blanket Purchase Agreement. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. This synopsis is open to all business concerns. However, in accordance with FAR 19.501, our intent is to establish BPAs with small businesses. In the event there are not enough responses from responsible, capable small businesses, then large business responses will be accepted.
