- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53.(iii) This solicitation is a total small business set-aside, NAICS 532299, All Other Consumer Goods Rental, with a small business size standard of $7Million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service is seeking a qualified contractor to provide for the rental and set-up of the following: Task #1September 6, 2011Provide, deliver and setup in locations in and around the Memorial Plaza as indicated on the attached site plan;-1- tent @ 30'x 70', with 4-side walls-6- folding tables and 25 plastic folding chairs in the VIP tent-1-stage @ 48"x 16'x 8', with two sets of stairs with (one at each end) with handrails and handrail along rear and sides of stage-1-performance stage, 24"x 16'x 8'-Audio system to clearly project to the 4,000 seated guests (out about 400' beyond the stage) and that can be synced with a JumboTron (provided by others), with 48-tap press multi-box-120-lineal feet of drape, presidential blue-1 - press platform 12'dx 16'w 3 tiers with railing back and sides, 1 set steps, skirted Tier 1: 24", Tier 2: 40", Tier 3: 56"-4,000 plastic folding chairs placed in front of stage area using attached guidelines-Vendor shall coordinate delivery with Contracting Officer's Representative Task #2 (Optional Work)September 9, 2011Provide, deliver and setup in the Memorial Plaza location as indicated on the attached site plan;-1-trussed tent placed over stage, covering stage and area approximately 20' left of the stage, 82'x 48'x 16', the NPS retains the right to exercise the optional use of this tent up 24-hrs. prior to the scheduled delivery to the site-Vendor shall coordinate delivery with Contracting Officer's RepresentativeTask #3September 10, 2011-9:00 AM to 2:30 PM, contractor to conduct sound check and operate sound system Task #4September 11, 2011-After 2:00 PM, breakdown and pickup 3,300 white plastic folding chairs, leaving 700 in place-7:00 AM to 12 noon, contractor to conduct sound check and operate sound system -Vendor shall coordinate breakdown and pickup with Contracting Officer's RepresentativeTask #5September 13, 2011Breakdown and pickup in locations as indicated on the attached site plan;-1- tent @ 30'x 70', with 4-sides -6-folding tables and 25-white plastic folding chairs in the VIP tent -1-stage @ 24"x 16'x 8', with two sets of stairs (one at each end) and handrail along rear-120-lineal feet of drape, presidential blue-Press Risers-1-performance stage, 24"x 16'x 8'-700 white plastic folding chairs-1-trussed tent placed over stage @ 82'x 48'x 15'-Audio system Vendor shall coordinate breakdown and pickup with Contracting Officer's Representative(v) LOCATION: Flight 93 National Memorial, 438 Skyline Road, Stoystown, PA 15563(vi) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful delivery, installation, and acceptance.(vii)SCHEDULE: Please email Lori Achkar for drawings of the site plan at lori_achkar@nps.gov(viii)DOCUMENTS TO BE INCLUDED IN QUOTE: a.Detailed specifications including all descriptive and technical literature to be used during this project.b.A firm fixed price quote, using the attached bid schedule.c.Three (3) references of the proposed services within the past five years.d.Proof of DUNS # and CCR Registration.e.Name, phone number, and address of your point of contact. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. (x) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
