Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with TENZI KFT, of Budapest, Hungary, for the acquisition of UV-365 NM IRRADIANCE METERS, UV-365 NM LED EXCITATION SOURCES, AND FIELD-LEVEL NIGHT-VISION RADIANCE AND LUMINANCE METERS to add to existing custom made UV-365 nm irradiance meters and UV-365 nm LED excitation sources including custom designed and fabricated filter combinations from TENZI (NIST Contract SB134110SU1010) to be used in the Optical Technology Division at NIST, Gaithersburg, Maryland. This is in support of the Navy funded CCG-594-10 and CCG-589 projects to develop standards for broadband UV 365 nm irradiance measurements and also to develop field-level night vision radiometer prototypes. *** NIST cites FAR 6.302-1(a)(ii)(A) and (B) (see excerpt below) as primary rationale for Sole Source Determination. (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 253 (d)(1)(B).) Sole source determination is based on the requirement that the new irradiance sources and meters must be compatible to the radio/photo/colorimeter system Tenzi previously developed for NIST. The required devices will be tested at TENZI and then calibrated at NIST. They will be used as standards at the U.S Navy and will propagate the NIST spectral responsivity scale to Navy UV and night-vision test-set and goggle calibrations. The standards-quality spectral responsivity realizations according to NIST-determined spectral responsivity functions and the matched spectral power distributions of the UV LED sources are needed to obtain uniform measurement results among the three US military services, the Air Force, Army, and the Navy. The compatibility with the previously purchased instruments is a must to satisfy the uniformity requirements of the applications and calibrations. The development of these standards is being funded by the U.S. Navy. TENZI KFT is the only known vendor capable of supplying the required devices. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor's commercial schedule. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 29, 2011 will be considered by the Government.
