- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research and Technology hereby announces its intent to issue a purchase order to University of Cincinnati, School of energy, Environmental, Chemical and Biomedical Engineering, Professor Mingming Lu, Ph.D. for monitoring nanoscale carbonaceous aerosols. Background: NIOSH is investigating workplace exposure to nanoscale aerosols, with a current focus on engineered nanomaterials. Multiple studies are underway to develop instruments/methods to sample, measure, characterize, and monitor transport of nanoaerosols. Many new nanomaterials are emerging, yet their effects on human health and the environment are largely unknown. Nanomaterials can be released into the air, water, and soil, and transformation during their life cycle, from production to disposal, makes it difficult to assess the overall human health and ecological impacts. As exposure risk are highest for workers that produce/process nanomaterials, occupational exposure is a greater concern than environmental. The goal of this study is to investigate methods to assess the potential for exposure to CNT/CNF and other nanoscale carbon products. Given the rapidly changing manufacturing processes, these materials can have substantially different properties. Purpose: To secure services of the University of Cincinnati to support ongoing research collaborations. The project must be completed by a local university with necessary skills and expertise for the project. Close interaction with NIOSH/DART researchers is required, including on-site visits. It is critical that the contractor have experience with operation of sophisticated analytical instrumentation and methods, as well as an understanding of relevant occupational safety and health issues. DART/CEMB already have ongoing collaborations with Professor Lu's group relevant to this research. Their close proximity allows utilization of needed resources at the University of Cincinnati and NIOSH and on-site (NIOSH) consultation with NIOSH researchers. The vendor has had previous training and has expertise needed to carry out the requirements of this work. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2011-Q-13657. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with University of Cincinnati, 797 Engineering Research Center, Cincinnati, OH 45221-0071 as the only source and a purchase order will be issued without any additional notices being posted.
