See sole source announcement at link below.THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. NAICS: 541380 The U.S. Environmental Protection Agency (U.S. EPA), Office of Enforcement and Compliance Assurance (OECA), Office of Compliance (OC) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13.106(1)(b), Simplified Acquisition Procedures to Leak Surveys Inc (LSI) of Early, TX. The purpose of this acquisition is to take digitally recorded real time infrared images of hydrocarbon emissions streams, collected by EPA inspectors in the energy extraction and production field, and compare those videos against a library of known gas leak quantifications. The services will be used to estimate emissions of leaking and vented hydrocarbon emissions detected and digitally recorded with the ?FLIR GasfindIR? infrared (IR) cameras. LSI developed the technology that is used in the ?FLIR GasfindIR?. The ?FLIR GasfindIR? is widely used to detect green house gas (GHG) hydrocarbon s by industry and government agencies. LSI has conducted numerous studies using the gas camera and bagging equipment and has acquired an extensive library of videos with known gas leak quantification. LSI is in a unique position since it holds the only known library of quantified videos. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirements as stated herein may submit a response, which if received within 10 calendar days of date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the government.
