- Description
- The Marine Corps Systems Command intends to issue a competitive solicitation for Portable Fuel Analyzers (PFA) to support the Program Manager, Engineer Systems. The PFA is a compact and portable device used to exploit captured or indigenous fuels by determining the fuels ™ suitability for immediate use. This is accomplished by conducting a real time analysis of the fuel while in the field. This contract type will be firm-fixed price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) with a base year and four option years. The PFA must meet the requirements stated in the attached Performance Specification. The requirement includes logistics support such as training, spares, and provisioning. The acquisition will be conducted in accordance with the procedures set forth in FAR Parth 12, œAcquisition of Commercial Items. The significant evaluation factors are shown in descending order of importance: 1)Technical Acceptability 2)Past Performance 3)Price. Technical and past performance, when combined, are more important than price. Offerors will be required to describe the technologies, including applicable Commercial Off the Shelf and Non-Developmental Item (CaNDI) applied with the proposed solution, and explain why these were chosen and provide an optimal solution that is supportable for the Marine Corps. Offerors will also be required to address compliance with applicable Information Assurance statutes, policies, and procedures, and their ability to complete an Anti-Tamper Plan. A formal solicitation will be posted to FedBizOpps on or about 29 July 2011. In case of conflicts between information contained in the formal solicitation and that contained in this synopsis notice, the information in the formal solicitation will govern. All responsible sources may submit a proposal which shall be considered by the agency. Offerors are instructed to hold all questions until the solicitation has been issued. No response to this synopsis is required for participation in this acquisition. However, in order to be eligible for award, interested parties must be registered in the Central Contractor Repository Database (CCR), http://www.ccr.gov.
