- NASA/MSFC has a requirement for fifteen flight motors for the Urine ProcessorAssembly (UPA). NASA/MSFC intends to purchase the items from Kollmorgen Corporation, a division ofDanaher Corporation. Kollmorgen motors have been used in the development of the UPAbeginning with the development of the vapor compress distillation process. This allowedthe collection of a great deal of ground test data and Vapor Compression DistillationFlight Experiment (VCD FE) data before the International Space Station (ISS) flighthardware was built. Additionally, NASA has now amassed two and a half years of flighttime aboard the ISS using these Kollmorgen motors. The great volume of data collected isinvaluable for an assembly that has an expected life of ten (10) years. Kollmorgen motorshave been used exclusively in the UPA.They are used in the Pressure Control and PumpAssembly (PCPA) flight and test units, the Fluids Control and Pump Assembly (FCPA) flightand test units, and the Distillation Assembly (DA) flight and test units. These motorsare also used in the test units used to evaluate the Firmware Controller Assemblys (FCA)performance. This is critical since the test units emulate the PCPA, FCPA, and DA duringthese tests. MSFC is building two new FCAs as part of the 2020 Spares effort and eachFCA will be tested using these motors.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Friday, July 29, 2011. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
